From today, January 4, 2025, the payment application has started in the Thumane-Kashar segment. The vehicles that will choose to pass on this axis will pay a fee according to the category they belong to, starting from 2.5 euros (with VAT) for simple vehicles.
The concession company G2Infra announced a few weeks ago that this road, which is part of the Blue Corridor, will enter the payment regime, as it has been foreseen since its inception and in the concession agreement it has with the Albanian state.
The concessionaire company explained to Monitor that the fees that will be applied will refer to the Bank of Albania exchange rate for conversion from Euro to Lek. Meanwhile, the fees will be differentiated according to the vehicle category.
- Motorcycles
-They pay 70% of the basic value of 2.5 Euro.
-Final fee: 1.75 Euro (rounded to 1.8 Euro) or 170 Lek (according to the EUR/ALL exchange rate 1:98).
- Cars (basic rate)
- Basic fee: 2.5 Euro with VAT.
-Converted into Lek: 250 Lek (with the EUR/ALL exchange rate 1:98).
-Vehicles with 2-3 axles and height over 2.2 meters
-They pay 250% of the base value.
-Final fee: 6.25 Euro (rounded to 6.3 Euro) or 620 Lek (according to the EUR/ALL exchange rate 1:98).
-Vehicles with 4 or more axles
-They pay 350% of the base value.
-Final fee: 8.75 Euro (rounded to 8.8 Euro) or 870 Lek (according to the EUR/ALL exchange rate 1:98).
The Thumanë-Kashar road was opened for traffic on June 30, 2024 and is a 21 kilometer highway. This road was built by the private company holding the 35-year concession and at a cost of 271 million euros, as was declared during the opening ceremony a few months ago.
The contract with Gener 2 and G2 Infra, which are concession holders, estimates that during the 35 years the revenue plan will be about ALL 1.3 billion without VAT.
Another element of the contract is related to the guarantee of the basic income that will come from the operation of the road. The state undertakes to provide support in the first 8 years of operation if the basic plan is not achieved.
Thus, in the first year the basic income plan for operation and maintenance is 26.85 million euros, while the state will guarantee 8 million euros, in the second year, which coincides with 2025, the basic income plan is 25.58 million euros and the state guarantee decreases to 5.6 million euros.
In the third year of operation, the revenue plan is 25.10, while if this plan is not reached, the state guarantee is for 3.92 million euros. Year after year, the income plan changes, going to 63.15 million euros in 2055, while the state support stops in 2031, when the anticipated guarantee is 360 thousand euros./ Monitor Magazine
