The incinerators affair has other points and issues in the contract that have brought tens of millions of euros to the concessionaire company.

After SPAK's investigations, it turned out that there are also temporary, dormant owners who will finance, which shows that the original owners did not have the money to sign this contract.

There are also scandals, hidden affairs behind Mirel Mërtir, Klodian Zoto, Tirana Municipality officials, the government, ministers, etc.

The concession contract does not determine the price of the lands

CNA has brought another detail, one of the most important points that the investigation should have regarding the affair of the incinerator and landfill of Tirana, that of the soils.

The contract includes inert waste, but its annexes do not specify the price. This contract determines the price simply and only for urban waste, 29 euros/ton that will be paid by the Municipality of Tirana and the municipalities of this district, but then the municipalities of the Durrës district were also added. The total value is more than 13 million euros.

At the time of signing the contract, it was only the Municipality of Tirana with 10 million euros. Annually from the government's unconditional transfer, an unspecified percentage was paid by the municipality itself over the years.

No study was done on the price of land

According to this agreement, the lands do not have a price. So, it has not been predicted, no study has been done and it has not been determined what the value of the garbage will be or the amount that the company will receive for collecting it, or moving it to the landfill.

The market has not been studied to find out how much it costs the private sector to transport garbage to the landfill, how much profit the landfill company receives from the sale or use of these lands, clearly determining that there should be a value, which should be in the contract and define its items well.

The price of the land is paid by the construction companies

A 300 million euro contract to invest 128 million euro, to get this money back, a pure PPP where the company would have, in addition to lek from the government, the other money it would collect from its activity, but on offer income from land has not been determined.

There are about 5 million square meters of construction only in the Municipality of Tirana given by the mayor Erion Veliaj. The increased cost of construction is 10-15 euros per square meter, which is paid by citizens and businesses.

The municipality removes it from its responsibilities, the government removes it, it says we don't pay them, but the government and the municipality don't pay them directly, but they pay the Albanian taxpayers, they pay the citizens, they pay the construction companies, which have some taxes, they have construction tax, cleaning tax, infrastructure tax, and so on.

The business takes the soil trucks with the drivers, with the fuel, with its costs and the concession company collects them on state land, there are 150 thousand square meters of state land that the concession company has used without having a permit to place the soil, from which has won millions of euros.

CNA has entered into the scheme in depth and has discovered that the contract did not determine the price, the agreement with the Municipality of Tirana has turned the Municipal Police and the Construction Inspectorate of this municipality into institutions dependent on the incinerator company, without talking about the accusations that the managers received a certain percentage of the value of the income from the lands, as the trucks of the construction companies were followed by drones, since the construction entities to move the lands from point A to point B must they paid the Tirana incinerator, even though they should have just filled the facility./ CNA
