An important file on the table of SPAK prosecutors was the privatization of the former "Partizani" sports complex. The investigations into this issue left the leader of the opposition and one of the main names of post-communist politics, Sali Berisha, under house arrest for nearly a year.

The latter considered the accusations to be politically motivated to harm the activity of the opposition. In the SPAK file, which accused Sali Berisha, his son-in-law Jamarber Malltezi, his associate and co-owner Xhimi Begeja and the investor Fatmir Bektashi, it is claimed that the negotiations for the beginning of the privatization of the Partizani club started in the first days when Berisha was prime minister.

He is accused of passive corruption, for helping his son-in-law Malltez, who is accused of active corruption for the privatization of the land.

Berisha and his lawyers insist that the privatization odyssey of the Partizani club did not begin with Berisha's coming to power, but with the socialist government of Nano.

According to SPAK, the owners have appropriated from the state 870 meters of land that was located between their surface. According to the calculations, from this generosity of the Berisha administration, they earned 23 million new lek that they saved without paying. The court released Berisha in November, a decision which was appealed by SPAK, while investigations into this matter continue.

The lawsuit in SPAK for this privatization was presented by the head of the SP parliamentary group, Taulant Balla. The number two of the SP has sued Jamarbër Malltez, who benefited from privatization, Berisha, Imami and several construction companies for abuse of office, illegal influence, falsification of documents, cleaning of the proceeds of crime and corruption.

The investigations of this file have shocked the entire Albanian politics. New facts continue to emerge implicating mayors, ministers, former ministers, MPs and former MPs in this affair.

The investigative documents of the Special Prosecutor's Office show that the entire procedure for obtaining the Tirana incinerator concession was directed and coordinated by Klodian Zoto and Mirel Mërtiri.

In the month of July, 8 arrest warrants were issued as part of the investigations for the Tirana incinerator. Charges of 'money laundering' and 'structured criminal group' have been brought against them.

In December, GJKKO accepted SPAK's request for the transfer of the file for trial for the Tirana incinerator. Only three of the defendants have requested a shortened trial, namely Silena Tola, Alba Thoma and Pëllumb Abeshi, while the rest have requested the normal trial procedure.

On August 2, the Special Prosecutor's Office officially announced the closure of the investigations for the 12 accused persons, under suspicion of having committed the criminal offense of "abuse of duty". The measures for the incinerator were issued in December 2023, while the former Minister of the Environment Lefter Koka and 11 others have passed the trial.

For the incinerator of Tirana, the former socialist deputy Alqi Blako, at the same time general secretary of the Ministry of Environment, has separated himself. This is because Blako is being investigated for another charge, that of corruption.

We remind you that the first concession was granted in 2014 for the Elbasan incinerator worth 22 million euros. The second concession, that of Fier, was granted in 2016 with a value of 25 million euros.

The third concession, that of Tirana, was granted in 2017. The Ministry of Environment received an unsolicited proposal letter from a company that did not yet exist, and three months later the company was registered in the Netherlands. The government announced the tender and the company won the 30-year concession contract, worth 128 million euros. The incinerators, a mega-affair that is expected to reach 1 billion euros, are being investigated by SPAK.

"CEZ-DIA" Affair

A priority file for SPAK was the CEZ-DIA affair. Investigations into this affair led former president Ilir Meta behind bars. He was arrested on October 21, under suspicion of "corruption, money laundering, non-declaration and concealment of assets".

Meanwhile, for his ex-wife, MP Monika Kryemadhi, a mandatory appearance measure was set for the same charges.

SPAK informed that Meta and his wife, in collaboration with each other, but also with other public officials, were involved in the commission of several criminal offenses.

The investigations against Meta started in 2019 in connection with the affair known as ÇEZ-DIA, which is related to the privatization of the energy distribution company and the collection of remaining debts.

Three years later, another case has been opened, following a complaint about payments worth thousands of euros undeclared by the party led by Meta, for lobbying in the United States. The two cases then merged into one in 2024.

The Special Prosecutor's Office says that Meta, when he was Minister of Economy, Trade and Energy, used his authority and influence to interfere in the selection process of the DIA company to collect CEZ's debts, even though it did not meet the legal and professional criteria.

The prosecution says that Meta, as Speaker of the Assembly, and his wife as a deputy, in 2014 used their influence to introduce a company to the optical fiber market and then benefited from a percentage of the company's profits.

Among other things, SPAK has said that Meta and Kryemadhi were involved in corrupt relations with a businessman, temporarily benefiting from a villa as a reward for the illegal influence they exerted on public officials appointed by LSI, in the interest of the economic activities of the businessman in question .

Kryemadhi, by order of this businessman, has changed a law in the Parliament of Albania, says SPAK. The investigations also showed that Meta and his wife did not declare the medical expenses incurred during the period 2013-2019, in the total value of 106 thousand euros.

SPAK carried out this operation in cooperation with law enforcement authorities in the United States of America, Austria, Italy, San Marino and Cyprus.

Meta is the politician who has switched political sides four times, in a history filled with friends turned sworn enemies and vice versa. Concessions in health

Meanwhile, the investigations continue for the other two contracts, which are the Laboratories and Basic Medical Control. So far, the most important person under investigation for health concession contracts is the former minister Ilir Beqaj, who is already arrested by SPAK under the charge of abusing European Union funds, while he was leading SASPAC.

Beqaj has often been publicly labeled as the man who conceived and implemented the concessions in the health system. But he did not act alone. It is suspected that their instigator and instigator was his boss in the government, Edi Rama. The file on the affair with "check up" and "sterilization" seems to be completed and proceedings and arrests are expected.

The investigation into concessions in health started at the end of 2015, beginning 2016 with the initiative of the Prosecutor's Office from the task force unit. The Prosecutor's Office of Tirana announced at the time that in the investigation, the concession for hemodialysis, worth 86 million dollars, that for the sterilization of surgical equipment worth 100 million dollars, as well as the concession of free "check up" were obtained.

Initially, the prosecution body seized and verified the necessary documentation related to the complex procedures of granting public services concessions, and then it would continue with the questioning of persons who had knowledge of the case. The multi-million concessions of health services put the former minister Ilir Beqaj at the center of the accusations of the media and the opposition, as it turned out that unknown and inexperienced companies had been their beneficiaries, making the investigations for these concessions not closed today. day.

"Gërdeci" case

Fatmir Mediu is another politician under investigation by SPAK. It is about the file "Gërdeci". During the past year, Mediu appeared several times in the Special Structure to testify about this file.

The former Minister of Defense, Fatmir Mediu, is accused of abuse of office by SPAK in relation to the tragedy of Gërdec, where 26 were killed and hundreds injured from the explosion of the weapons dismantling workshop.

Mediu has denied the accusations against him, stating that he has always followed the law during his duties. We remind you that SPAK registered the criminal proceedings against the former Minister of Defense Fatmir Mediu, taking him as a defendant for the 2008 incident in Gërdec where 26 people lost their lives and many others were injured.
