The trauma scandal deepens/ Expired and unstamped medicines, over 1,500

The scandal at the University Trauma Hospital (SUT) deepens further.

In the report of the High Control of the state, it was revealed that until the end of the audit period in the warehouse of the SUT pharmacy, there is a considerable stock of expired medications and medication materials.

"From the available documentation and the data obtained from the SIIS information system, it is established that by the end of the audit period in the SUT pharmacy warehouse, there is a significant stock of expired medications and medication materials, caused as a result of inefficient planning and management by the responsible structures of SUT and the requests of service chiefs. From the data obtained through the IT program of the SIIS pharmacy, on 06.02.2023, expired drugs were found in the warehouse of the SUT pharmacy. As a result of planning and mismanagement throughout the years 2021 and 2022, medicines in the total value of ALL 2,014,241 have expired and are in the central pharmacy of SUT."

In addition to expired drugs in the central pharmacy, a significant amount of expired drugs is also found in services.

"In addition to expired drugs in the central pharmacy, a significant amount of expired drugs is also found in services, which amounts to ALL 7,261,179. In the warehouse of the pharmacy of SUT and in the ward until the end of the audit period, there is a quantity of expired medications in the total value of 9,275,420 ALL, which constitutes an inefficient expenditure for SUT, bringing a negative financial effect for the state budget. "

So KLSH reports that it is established that the management of the institution, within the audit period, did not take the necessary measures to prevent stockpiling of expired drugs and materials, actions in non-compliance with the hospital's regulations and the Hospital's contract with FSDKSH.

Also in the central Pharmacy of SUT there was a large amount of medicines that did not have the red seal.

“Në Farmacinë qendrore të SUT-së gjendej një sasi e madhe e medikamenteve që nuk kishin vulën e kuqe me mbishkrimin “për përdorim spitalor ndalohet shitja”, pasi bazuar në , në pikën 1 të Urdhrit nr. 287 datë 12.07.2022 të MSHMS parashikohet se: Barnat që qarkullojnë në sistemin shëndetësor publik përveç pullës se sigurisë duhet detyrimisht të jene të vulosura edhe me vulën me mbishkrimin” Përdorim Spitalor-Ndalohet Shitja. Gjithashtu në raport rezulton se mbi 1500 operacione janë të padokumentuara.

“Nga drejtoria e SUT, të analizohet dhe të nxirren përgjegjësi për mos dokumentimin në regjistrat e mbajtur në bllokun operator qendror të materialeve ortopedike të përdorura gjatë ndërhyrjeve kirurgjikale, pasi për vitin 2021 nga ana e bllokut operator qendror, nuk janë dokumentuar 667 operacione dhe 811 për vitin 2022.”/ CNA
