SPAK discloses details of the corruption of health officials/ Joana Duro is

SPAK has clarified the details of the arrest of two officials of the Ministry of Health, the General Secretary, Joana Duros, and the High Level Specialist in the Agency for the Provision of Integrated Public Services, Laura Shtetos.

According to the announcement, Joana Duro received 330 thousand ALL to favor an economic operator in a tender for the reconstruction of Health Centers in Tirana and Durrës.

The amount of money was found in the office of the General Secretary. SPAK announces that they were given to Duro by Laura Shteto.

The Special Prosecutor's Office Against Corruption and Organized Crime, on the basis of the information provided by the investigators of the National Bureau of Investigation, has registered the criminal proceedings 10/1 of 2023, for the criminal offenses "Passive corruption of high state officials or elected officials local authorities" and "Active corruption of high state officials or local elected officials", provided by articles 260 and 245 of the Criminal Code.

From the follow-up with special investigation methods, evidence has been collected which has evidenced that an economic operator would give an irregular benefit (in the form of monetary amounts) in order to be declared the winner in a procurement procedure developed by the Ministry of Health and Social Protection (in the capacity of the Contracting Authority), the Procurement in question was with the object "Lot 1 "Supervision for the reconstruction of some Health Centers in the districts of Tirana and Durrës".

After carrying out some investigative actions, suspicions arose that the citizen JD, with the duty of Secretary General of the Ministry of Health and Social Protection, received an irregular benefit in the amount of 330,000 (three hundred and thirty thousand) ALL, to favor an Economic operator. These monetary values ????were given by the citizen Laura Shteto, with the position of High Level Specialist in the Agency for the Provision of Integrated Public Services.

The investigators of the National Bureau of Investigation in cooperation with the Special Operational Force in the General Directorate of the State Police, under the direction and control of the Special Prosecutor's Office, arrested in flagrante delicto on 02.06.2023 the citizens JD and L. Sh ., for criminal offenses "Passive corruption of high state officials or local elected officials" and "Active corruption of high state officials or local elected officials", provided by articles 260 and 245 of the Criminal Code.
Also, in the office of the General Secretary, it was possible to seize as material evidence the sum of 330,000 (three hundred and thirty thousand) ALL (a sum which constitutes the irregular benefit given by the citizen L. Sh.).
