The Special Prosecutor's Office against Corruption and Organized Crime, pursuant to Law No. 10 192, dated 03.12.2009, "On the prevention and fight against organized crime, trafficking and corruption through preventive measures against property", amended, mainly recorded the property proceeding no. 3, dated 01.02.2024 regarding the assets of the entities Zamir Hoxha, Vladimir Hoxha, Dilaver (Oliver) Hoxha, Mentor Hoxha, Alfonc Hoxha, Gabriel (Admir) Bici, Rampo Qinami and Ervin Çejku, as well as persons related to them.

This property proceeding was registered after preliminary investigations conducted by the Special Prosecutor's Office, in relation to criminal proceeding no. 49, of 2023, registered in this prosecutor's office.

The subject of this property proceeding, Zamir Hoxha, is being investigated by the Special Prosecutor's Office in connection with criminal proceeding No. 49, of 2023, for the criminal offenses "Trafficking of narcotics", committed in collaboration in the special form of the structured criminal group, "Structured criminal group" and "Commitment of criminal offenses by criminal organization and structured criminal group", provided for by articles 283/a, 28/4, 333/a and 334 of the Criminal Code, as a member of a structured criminal group destined to the trafficking and distribution of narcotics in Denmark, Belgium, the Netherlands, Sweden, Norway and Germany during the time period of 2018-2019, where most of the members of this structured criminal group headed by the Albanian citizen Jetmir Kastrati (Sokol Krasniqi) have pleaded guilty and have been sentenced by the judicial authorities in Denmark.

The subjects of this property investigation, the brothers Zamir Hoxha, Vladimir Hoxha, Dilaver (Oliver) Hoxha and Mentor Hoxha, who before 2012 were suspected, investigated or convicted by investigative or judicial authorities in Italy, for serious criminal offenses such as "Participation in a criminal organization for the purpose of exploiting and favoring prostitution", "Clandestine immigration" and "Trafficking of narcotics".

The subject of the property investigation, Alfonc Hoxha, the son of the brother of four other subjects, was arrested in Germany in 2020, for the criminal offense "Violation of the law on narcotics".

The subject of the property investigation, Gabriel (Admir) Bici, the son of the sister of four other subjects, on 27.04.2017, was arrested by the authorities of the United Kingdom, as part of the operation "Mudde" with the aim of disbanding a criminal organization that dealt with the recycling and trafficking of narcotics.

The subject of the property investigation, Ervin Çejku, the son of the sister of four other subjects, has been arrested in Sweden for the criminal offense of "narcotics trafficking".

The subject of the property investigation, Rampo Qinami, the son of the sister of four other subjects, has been arrested by the United Kingdom authorities for the criminal offense of "Trafficking in narcotics".

During the property investigation, after carrying out a series of property verification actions, as well as after three requests of the Special Prosecutor's Office, the Special Court of First Instance for Corruption and Organized Crime, Tirana, with decisions no. 9, dated 16.02.2024, no. 11, dated 28.02.2024, and no. 22, dated 07.06.2024, decided the seizure of 28 movable and immovable assets owned by the subjects of the property investigation or persons related to them.

At the end of the property investigation, based on articles 3 to 7 and 21 and following, of Law No. 10 192, dated 03.12.2009, "On the prevention and combating of organized crime, trafficking and corruption through preventive measures against wealth", amended, with the request dated 18.07.2024, by the Special Prosecutor's Office has been requested in the Special Court of First Degree for Corruption and Organized Crime, confiscation of assets as follows:

Five bank accounts with a total balance of about 94,000 (ninety-four thousand) euros;

Five bank accounts with a total balance of about 145,000 (one hundred and forty-five thousand) ALL;

Immovable property of the type "land" and "field" with an area of ??600 m², of which 145.6 m² is land and 134.3 m² building, where the building is a 3-story residential building (ground floor 134.3 m², veranda 3.7 m², first floor 134.7 m², second floor 134.7 m², with address in the village of Vorë, District of Tirana;

Immovable property of the type "land" and "field" with a total area of ??600 m², of which 166.1 m² is land and 137.1 m² building, where the building is a 2-storey residential building (ground floor 137.1 m², ground floor 137.1 m², first floor 137.1 m² 146.6 m²), with address Domje village, Vorë Municipality, Tirana District, owned by citizen Mentor Hoxha;

Real estate of the arable type, with sip. 800 m², with address Domje village, Vorë Municipality, Tirana District, owned by citizen SD (H).

Real estate of the "field" type, with a total area of ??8,000 m², with address Domje village, Vorë Municipality, Tirana District, owned by a citizen of D.Ç.;

Real estate of the "field" type, with an area of ??9,936 m², with address Fushë Mamurras, Kurbin, owned by citizen KH;

Real estate of the "field" type, with an area of ??22,500 m², with address Fushë Mamurras, Kurbin, owned by citizen Gabriel (Admir) Bici;

Real estate of the "field" type, with an area of ??28,000 m², with address Fushë Mamurras, Kurbin, owned by citizen Gabriel (Admir) Bici;

Real estate apartment B4/8 consisting of 1+1 with auxiliary facilities, with an area of ??57.01 m², in the residential building 5 floors + 1 floor "Roof Garden" in Dhërmi, Himarë, Vlorë, eventually owned by the citizen Vladimir Hoxha;

Real estate of the "field" type, with an area of ??2,000 m², with an address in the village of Lalëz, Durrës, jointly owned by MB and FB citizens;

The real estate, the underground parking floor with an area of ??742.05 m², located in the 6-storey residential and service building on "Frang Bardhi" Street, Tirana, obtained by a joint venture contract with the client and eventually owned by the citizen FB
