SPAK and BKH with new leaders/ Changes in justice for 2025

In 2025, there were a series of changes and appointments in the justice institutions, starting from the head of SPAK to the members of the Constitutional Court.

SPAK

On December 11, 2026, the head of the Special Structure against Corruption and Organized Crime was elected.

The High Prosecutorial Council elected special prosecutor Klodjan Braho to head SPAK for a three-year term. Braho officially took office on December 19, 2025, succeeding Altin Dumanin.

Prosecutor Braho was running for head of SPAK, facing Adnan Xholi, Doloreza Musabelliu and Elvin Gokaj.

Braho received the votes of 7 members of the KLP, compared to the other candidates who received respectively Adnan Xholi 3 votes, Elvin Gokaj 1 vote and Doloreza Musabelliu no votes.

Prosecutor Klodjan Braho is the third head of SPAK since the establishment of the new justice institutions. Braho's two predecessors were Altin Dumani and Arben Kraja.

 

BKH

Another important appointment in the judicial ranks was the head of the National Bureau of Investigation.

On December 9, the High Prosecutorial Council approved the appointment of Joni Keta to the position of head of the BKH. It was SPAK that proposed the name of investigator Joni Keta to head the BKH for a 5-year term. The proposal was approved with 11 unanimous votes by the members of the KLP.

Keta succeeded Aida Hajnajn in this position, whose mandate ended in August 2025. Joni Keta also held the position of acting chairman of the BKH from August to December 2025.

 

Supreme Court

On December 12, 2025, the President of the Republic appointed Judge Genti Shala as a member of the Supreme Court.

A task which Judge Shala officially assumed on December 16, 2025, succeeding Medi Bici in this position.

 

KED

The President of the Republic on December 3 elected the permanent and alternate members of the Judicial Appointments Council for 2026.

Supreme Court judge Ilir Panda was elected Chairman of the Judicial Appointments Council for 2026.

The permanent members are:

Fiona Papajorgji - permanent member from the Constitutional Court for representation in the KED

Marjana Semini - permanent member from the Constitutional Court for representation in the KED

Ilir Panda - representative of the Supreme Court, elected member of the KED and also chairman

Alfred Progonati - member of KED, as representative of the General Prosecutor's Office.

Ornela Naqellari - permanent member, representative of the Courts of Appeal in the KED

Iliriana Olldashi - permanent member, representative of the Courts of Appeal in the KED

Altin Binaj - permanent member, representative of the Appellate Prosecutor's Office of General Jurisdiction at the KED

Afërdita Ndoj - permanent member, representative of the Appellate Prosecutor's Office of General Jurisdiction at the KED

Klodiana Veizi - permanent member of KED, representative from the Administrative Court

 

The alternate members are:

Bezart Kaçkini - substitute member of the KED, representative from the Administrative Court

Arben Qosja - substitute member, representative of the Appellate Prosecutor's Office of General Jurisdiction at the KED

Selvie Gjoçaj - substitute member, representative of the Courts of Appeal in the KED

Anila Leka - substitute member of the KED, as representative of the General Prosecutor's Office

Valbon Çekrezi - member of the Supreme Court, elected substitute member of the KED

Gent Ibrahimi - substitute member from the Constitutional Court for representation in the KED.

 

Constitutional Court

 

There were also appointments to the Constitutional Court during 2025.

On September 30, 2025, Asim Vokshi was elected as a member of the Constitutional Court, receiving a score of 89.5 points from the KED, higher than all other candidates. Vokshi was sworn in as a member of the Constitutional Court on November 25, 2025. Vokshi replaced Holta Zaçaj as a member of the Constitutional Court.

Holta Zaçaj's mandate as President of the Constitutional Court also ended.

A task in which Fiona Papajorgji succeeded him.

On December 18, 2025, the judges of the Constitutional Court unanimously elected Fiona Papajorgji as president.

Judge Papajorgji was the only candidate for this position. The mandate at the head of the Constitutional Court is 3 years.

The new President of the Constitutional Court, Fiona Papajorgji, was appointed a member of this institution in 2019./ CNA
