Economy expert Pano Soko has reacted to the recent arrests in the Municipality of Tirana. In a post on social networks, Soko emphasizes that Taulant Tushe, Mariglen Qato and Redi Molla have been without executive power in the municipality while holding their functions. 

According to him, whatever procedure was abused, none of them signed it themselves. It was signed by the executive authority, which is only the Mayor. Soko explains that only the chairman's signature gets a stamp for the procedures related to money, "without his signature, I can't stamp the protocol".

He emphasizes that in this whole story, SPAK should have accused Erion Veliajt, as the person responsible for all the affairs.

I am once again reformulating the question that I had in the case of the arrest of Director Tusha and that I continue to have in this case as well for those of SPAK:
Tusha, Molla, Qato and others who have been prosecuted and arrested these days, are they either directors administrative, or sector heads or specialists who do not have an executive position in the Municipality. So they are without executive power. Their firm has no power.
Whatever procedure was abused, (tender, contract, license, permit, service contract, executive order, payment order, etc.) none of them signed it themselves. It was signed by the executive authority, which is only the Mayor. That's what the law says. Only the chairman's signature gets a stamp for the procedures related to money, without his signature the protocol cannot be stamped.
Now the question is:
Shouldn't the SPAK first take as a defendant the owner of the executive firm that was involved in those procedures that were abused? That he is the first authority that you are sure has responsibility, that you have his signature there tangible.
Of course, there may be others behind him (those directors, bosses, etc.) who must be investigated, prosecuted or charged, but he is certain.
Because, the chairman, (who may have done it out of incompetence, or he himself was involved) has direct responsibility because it is certain that his firm gave life to the abusive procedure and the damage that was done by all these others.
Without the President's signature, everything would be null and the director would have nothing to abuse.
Now SPAK in the case of Lefter Koka directly took the executive authority that was the Minister (and the whole chain involved from behind).
Why didn't the City Hall do the same ?/CNA
