The Council of Ministers after the merger of the institution of Albanology has approved the plan that 6 institutes will function.

According to the decision, the Council of Ministers has decided to set up permanent research-study units at the Academy of Sciences of the Republic of Albania (hereinafter, the Academy), as follow-up units of the activity in the field of Albanianology of the main units of the Academy of Albanian Studies.

It is further stated that the permanent research-study units are organized and function according to the provisions in the Academy's statute, in their internal regulations and the legal framework in force.

The relations and reports of the permanent research-study units with the existing structures of the Academy and with its governing bodies are regulated according to the provisions of law no. 53/2019, "On the Academy of Sciences in the Republic of Albania", as amended, and in the statute of the Academy.

DECISION ON  THE ESTABLISHMENT AND ORGANIZATION OF PERMANENT RESEARCH-STUDY UNITS IN ALBANOLOGY NEAR THE ACADEMY OF SCIENCES OF THE REPUBLIC OF ALBANIA

In support of Article 100 of the Constitution and Point 3, Article 19, of Law No. 53/2019, "On the Academy of Sciences in the Republic of Albania", amended, with the proposal of the Minister of Education and Sports, the Council of Ministers

DECIDE:

The establishment at the Academy of Sciences of the Republic of Albania (hereinafter, the Academy) of permanent research-study units, as follow-up units of the activity in the field of Albanianology of the main units of the Academy of Albanian Studies, as follows:

a) Institute of Linguistics and Literature;

b) Institute of Archaeology;

c) Institute of History;

ç) Institute of Anthropology;

 

d) Arts Study Center;

dh) Center for Encyclopedic and Albanological Publications (QBEA).

The purpose, the field of research of the permanent research-study units, the way of their operation and organization, the governing bodies and the constituent structures are determined in their respective charter, an integral part of the Academy's charter.

The permanent research-study units are organized and function according to the provisions in the Academy's statute, in their internal regulations and the legal framework in force. The relations and reports of the permanent research-study units with the existing structures of the Academy and with its governing bodies are regulated according to the provisions of law no. 53/2019, "On the Academy of Sciences in the Republic of Albania", as amended, and in the statute of the Academy.

Njësitë e përhershme të kërkim-studimit të organizuara si institute drejtohen nga drejtori dhe kanë në përbërje departamentet, të cilat drejtohen nga përgjegjësit e tyre, ndërsa njësitë e përhershme të kërkim-studimit të organizuara si qendra drejtohen nga drejtori dhe kanë në përbërje sektorët, të cilët drejtohen nga përgjegjësit e tyre. Në mbështetje të këtyre njësive të përhershme, funksionon dhe administrata ndihmëse e këtyre njësive në bashkëpunim me administratën e Akademisë, si pjesë e nën drejtimin e saj, në përputhje me rregulloret e brendshme të këtij institucioni.

Njësitë e kërkim-studimit të përcaktuara në pikën 1, të këtij vendimi, kanë buxhetin e tyre si zë më vete në buxhetin vjetor të Akademisë, i cili detajohet për shpenzimet e personelit dhe shpenzimet e tjera korrente me vendim të Kryesisë së Akademisë. Procedurat për çeljen e buxhetit të tyre përcaktohen në udhëzimin vjetor të zbatimit të buxhetit.

Njësitë e kërkim-studimit në albanologji e ushtrojnë veprimtarinë e tyre dhe përdorin asetet, pasuritë e luajtshme dhe të paluajtshme, së bashku me tërësinë e aseteve dhe të fondeve të trashëgimisë të kaluara në administrim të Akademisë, nëpërmjet vendimit nr.338, datë 31.5.2023, të Këshillit të Ministrave, “Për mbylljen e veprimtarisë së Akademisë së Studimeve Albanologjike dhe riorganizimin e njësive kryesore të saj”.

Marrëveshjet në fuqi, nënshkruar nga përfaqësues të Akademisë së Studimeve Albanologjike (ASA) apo të njësive në përbërje të saj me institucione apo njësi të ngjashme, vendase apo të huaja, ruajnë vlefshmërinë juridike për sa kohë nuk ka kërkesë për revokim nga palët nënshkruese përgjegjëse. Marrëveshjet e lidhura në nivel institucional ndiqen nga Akademia, ndërsa marrëveshjet me palë nënshkruese njësitë e ASA-s ndiqen nga njësitë e përhershme përkatëse të kërkim-studimit, sipas pikës 1, të këtij vendimi.

Kërkuesit shkencorë të njësive të përhershme gëzojnë të njëjtin status si të personelit akademik në institucionet e arsimit të lartë. Kategoria dhe struktura e pagave të tyre përcaktohen në përputhje me vendimin nr.748, datë 11.6.2009, të Këshillit të Ministrave, “Për trajtimin me pagë dhe shtesa mbi pagë për punonjësit e personelit akademik të institucioneve të arsimit të lartë”, të ndryshuar. Për personelin akademik, nivelet e pagave sipas kufirit minimal të vendimit të sipërcituar garantohen nga buxheti i shtetit i miratuar për Akademinë.

Për personelin administrativ, kategoria dhe struktura e pagave të tyre përcaktohen në përputhje me shkronjën “ç”, të pikës 1, të vendimit nr.325, datë 31.5.2023, të Këshillit të Ministrave, “Për miratimin e strukturës së pagave, niveleve të pagave dhe shtesave të tjera mbi pagë të zëvendësministrit, funksionarëve të kabineteve, prefektit, nënprefektit, nëpunësve civilë dhe nëpunësve në disa institucione të administratës publike”.

For support employees, the category and structure of their salaries are determined in accordance with decision no. 326, dated 31.5.2023, of the Council of Ministers, "On the salaries of support employees and other employees of various specialties in some public administration institutions ".

The staff of permanent research-study units for research, scientific, administrative and support workers consists of 127 (one hundred and twenty-seven) employees.

The income of the ASA for the year 2023 is treated according to the provisions of the legal framework for higher education, being carried over to the year 2024 and used by the decision of the Presidency of the Academy of Sciences of the Republic of Albania, for the responsible units defined in this decision .

The Academy of Sciences of the Republic of Albania is charged with the implementation of this decision.

This decision enters into force after publication in the "Official Gazette" and begins its financial effects from 1.1.2024./ CNA
