Kelliçi publishes other facts about the Tirana incinerator

Belind Kelliçi, a member of the Presidency of the DP, in a statement to the media, has published other facts that prove the thefts in the Tirana incinerator.

Belind Kelliç's words:

"Following the denunciation made yesterday, for which of course we did not receive any response from the institutions, but from the next forger. Today, in the interest of the public, we will continue to be transparent. On 12.03.2018, Minister Damian Gjiknuri addresses the Mayor Tirana where it is requested:
For the above, since the Municipality of Tirana is the on-site monitor of this contract, as the largest local beneficiary unit, we request that, together with the commitment letter, confirmation of the situations for the minimum amount of waste be sent to us deposited for each month, dividing the value that must be paid by the Contracting Authority for this amount, for the municipality's account.

In the second picture that we present to you as an integral part of the approval of the concession FINANCIAL COMMITMENT PLAN FOR THE MINIMUM QUANTITY OF WASTE, it is clearly seen that the Government has an obligation to make payments for this concession.

In the third photo taken from the audit of the KLSH at the Ministry of Finance in 2019 for this concession contract, we quote: 
"These payments according to the feasibility study and the request of the MFE for the forecast in the budget ceilings are detailed in the amount of 130,883,750 euros support from the Albanian government, and 91,784,500 euros without VAT from the budget of the municipalities that make up the Tirana District...

In relation to this finding, an observation has been submitted by the MFE, which clarifies that: 
the Ministry of Environment will not have any type of funding for this project;
The municipality of Tirana will cover these expenses through the unconditional grant that the central government allocates for local government. 
So the source of financing for the Tirana incinerator is divided into two components:
the Government through the unconditional grant, which as can be seen from the table covers most of the financing, and;
Tirana Municipality through its own income;

The table shows the clear commitment that in the 7th year of the contract, the government covers 5.6 million euros without VAT, while the Municipality of Tirana covers 1.9 million euros without VAT.   
So it is very clear that both the government and the Municipality of Tirana have the legal obligation from the moment they signed this corrupt contract to plan a budget for payments for the ghost incinerator. 

What we made public yesterday was part of the 2024-2026 budget report for the Municipality of Tirana, where it is specified that the state budget, according to Erion Veliaj, has not planned funds for this concession contract, and the entire financial obligation will be covered by the Municipality of Tirana .

At these moments, we raised some questions which the opposition councilors have officially addressed to the mayor. 

For these and other questions regarding the Tirana incinerator, our municipal councilors requested a special session of the Council, to which Erion Veliaj refuses to answer, just as he refused the meeting of the Municipal Council, flagrantly violating the law for local self-government and the regulation of the Municipal Council. 
He showed his refusal to be transparent with the emergency vote, without accepting any questions, any discussion, and within two minutes of the draft budget of the municipality. 
We recall once again that Erion Veliaj stated at the Municipal Council meeting on September 28, 2017 that this is a contract signed by the government, for which the Municipality of Tirana will not pay any additional lek. But in December 2023, Erion Veliaj says that all the money for the ghost incinerator of Tirana will be paid by the municipality.
Where does Erion Veliaj base this decision that violates the terms of the contract and the financial commitment expressed by the Municipality of Tirana itself? Do these people know laws and norms?"
