The head of SPAK, Altin Dumani, during his visit to Brussels at the European Policy Center, spoke about the difficulties while working at SPAK.

Dumani emphasized that there have been threats and pressures from both politics and organized crime.

"The difficulties have been numerous. I would like to remind you that SPAK is a new institution, we will be six years old in December, and six years is not enough for an institution.

The main difficulties were related to the organization of the institution, to making it functional. We started in 2019, with only eight prosecutors, in the absence of the National Bureau of Investigation and in the absence of administrative staff, while it was also the COVID period. These were technical, organizational and operational difficulties.

Another difficulty was the great public pressure, as SPAK was seen, since its creation, as a hope for the functioning of institutions and for ending impunity. While expectations were high, our real possibilities were limited.

Also, an important challenge was managing the various pressures and threats that came towards the prosecution and special prosecutors, from politics, from the media, but especially from organized crime. However, SPAK prosecutors have experience and are prepared to cope with these pressures, regardless of where they come from. Each has an admirable experience and are professionally mature.

Another challenge was building trust with international partners. Until 2020–2021, Albanian institutions were viewed with distrust, so building this trust has been a very difficult process. To give an example: in 2021, when I was head of the organized crime section, I hosted a delegation from a European Union member state that was very skeptical about cooperating with Albanian institutions.

He had come to execute an important letter of intent, but it was clear in the conversation that he was not open and was not completely honest about what he wanted to build in the future. I told him explicitly:

"You must at least once give us full trust. Put us to the test, and if we do not justify this trust, then you have the right not to cooperate with us." This has been a very difficult process because the distrust was great, but by cooperating day after day, I believe we have overcome this obstacle. Today we have a very good cooperation with all the institutions of the European Union countries and beyond", declared Dumani./ CNA
