Evaluation methods for different procurement procedures related to intervention in road axes according to the "turnkey" practice or even others have not stimulated competition to increase the interest of more participating operators.

The Supreme State Control (SCSC) recently published an audit conducted at the Albanian Road Authority, noting that the evaluations have failed to ensure the efficient use of public money.

"The establishment of the evaluation method not in accordance with the investment needs has not increased the efficiency and effectiveness of the procedures, has not managed to ensure good use of public funds and reduction of procedural expenses, has not encouraged the participation of economic operators and has not encouraged competition between economic operators for all procured procedures" underlines KLSH.

The latter sees as a significant problem the issue of arrears accumulated as a result of the court's decision. "From the documentation made available for the audit period, referring to the decisions of the Courts, ARRSH turns out to be a debtor party in 18 cases with different entities in the amount of ALL 373,116,044. In two of these cases, a seizure order was placed on the accounts of the Treasury with the value of ALL 41,942,661" the document states.

Meanwhile, moving from the evaluation to the implementation of the contracts, the auditors have expressed reservations about how payments were made in some cases by sending entrepreneurs money for unfinished works.

"According to the documentation made available regarding the implementation of the contracts, it turned out that funds in the amount of 104,130,025 ALL without VAT were used without effectiveness, efficiency and economy, as well as the entrepreneurs of the contracts benefited excessively as a result of the liquidation of unfinished works in fact, in the total amount of ALL 12,131,741 without VAT" the audit states.

More broadly, the report focuses on two important axes where it has been invested, expressing reservations in several aspects. The first investment is the one "Construction of the TEG overpass and its connecting roads." KLSH ascertains that the verification carried out in the field in the presence of the state representatives of KLSH and the Consultant (supervisor of the works) resulted in the fact that they were included in the booklets of measures of volume of work not completed in fact in the amount of 12,131,741 ALL without VAT.

In the report, it is recommended that ARRSH, in cooperation with the supervisor of the works, take measures for the deduction of the certified works in excess and their reconciliation, worth 12,131,741 ALL without VAT, which constitutes economic damage, in the following situations up to the final one, unfairly benefited by the entrepreneur .

Meanwhile, regarding the Ring project, the part "Rehabilitation of the Road Segment Overpassing Palati with Arrows - Roundabout Shqiponja Loti1 from the documents made available but also from the verification in the field, it turned out that they were included in the booklets of the volume of work not completed in fact in the value of ALL 8,490,090 without VAT./Monitor.al
