Report: Albania, 350 million euros from taxpayers for non-existent incinerators

The report compiled this month by Bankwatch, on incinerator projects in the Western Balkans, also focuses on the case of Albania.

As the report's experts point out, incineration projects have been shown to harm air quality, public health, and the economy. At the same time, they often lead to a growth in the shadow economy and corruption.

The report also critically analyzes the three incinerator projects in Albania, in Tirana, Elbasan and Fier, which never became operational and have cost taxpayers 350 million euros in long-term liabilities for 30 years of concession, according to an audit conducted by the Albanian Supreme Audit Institution, but which are still non-operational due to corruption, contracts without tender and non-implementation. 

“The three failed waste incinerator projects in Albania are in Tirana, Fier and Elbasan. They have cost taxpayers over 350 million euros in long-term liabilities due to corruption, untendered contracts and failure to deliver. Elbasan received over 24 million euros, yet the incinerator never became operational. Tirana received 150 million euros for a structure that was never completed. No operational plant exists despite years of payments. Fier received 35 million euros by mid-2022, including 4 million euros in falsified invoices for unfinished work,” the report highlights.

Albania is thus included among 6 countries in the region where governments continue to promote the burning of waste for energy generation through failed incinerator projects and where the national waste infrastructure remains underdeveloped, with most waste being dumped in landfills as is, without being mechanically separated.

According to the report, Albania is among the Balkan countries that are still far from developing waste management systems, which would help in recycling and lead to a significant level of production of fuels extracted from waste. /CNA
