The Institute of Political Studies, in a monitoring report on developments as well as public and political discourse on decriminalization, concluded that SPAK has deepened its work against corruption at high levels and this has hardened the rhetoric of political actors against justice institutions.

The report underlines that senior public officials have attacked the work of SPAK, while the approval of a criminal amnesty by the Assembly undermined progress in the fight against corruption and organized crime.

It is further emphasized that the institutions of justice have deepened the fight against the culture of impunity at high levels, which is helping to disconnect the ties of individuals with corrupt records from public decision-making in Albania.

"Progress in the fight against corruption and organized crime has strengthened and expanded the operational and preventive scope of the decriminalization law. The investigation of high-ranking officials and the exposure of individuals involved in criminal activities are severing the ties of individuals with legal problems to the institutions of the state and discourages the direct involvement of criminal networks in the political and public life of the country," the report states. /CNA
