While in its delirium the government counts the tourists who come to Tirana and beyond, the arrival of the Spring-Summer season has "exploded" the escapadments of motorcycles.
We are talking about the phenomenon that has been present for years as a terrifying weapon for the public peace of citizens. The output of noisy motorcycles is accompanied by "beast" cars with black windows and hoods that tear the eardrums and irritate the psyche to the maximum.
Just as the black windows and the enormous escapadments are elements invented by the Albanian service stations that offer this service, which would be considered normal if it did not cause massive public concern. But for this very reason, the latter makes it legally punishable, as it happens in Western countries.

Complaints about the terrifying noise of motorcycles and vehicles, which I encounter from morning until late at night, are numerous and no one does anything. Not even the State Police, which, while correctly assessing the concern and expressing its readiness to act, says that there is no specific law to support its roaring anti-scapamento actions.
"We support the prohibition of tinted windows above the norm in the law of October 31, 2019, for noise above the norm there is no specific act", explains a head of the Traffic Police, without wanting to be identified.
If you dig into the users of these torturing techniques for the citizens, you will see that, like the black windows, the loud scapegoats are used by the "cubs" of the street, or the "strong ones", as the head of the Police labels them.

"In general, those who use these scapegoats are the police contingent, the "strong ones", as you say in the media. There are also children of businessmen, politicians, and government officials who want to stand out. It is not a problem for us to block them, they disrupt the public peace, it is enough to order us to act. The law for public peace is enough", reasons the officer of the State Police, the institution that watches the loud noises of the street, disrupting the public peace.
And, while there really isn't a specific law that addresses the involvement of the Police in cracking down on owners of loud vehicles, Law No. 9774/dt.12.07.2007: " On the evaluation and administration of noise in the environment ", to promote blocking action. In Article 1 of this Law it is quoted that: "It is intended to protect health and the environment from noise, by determining how to avoid and measures to prevent, reduce and eliminate the harmful effects of exposure to them, including noise nuisance".

" The law applies to noise, to which people are exposed in the environment where they are, in residential areas, in public institutions, in public parks and other quiet, relaxing spaces, in quiet areas in nature, in institutions for children, health, educational, cultural, religious and other similar environments ", dictates point 1 of Article 2 of Law No. 9774, while point 2 defines as " risk for health and the environment any noise that exceeds the limit level ". That is, the level derived from the modification of marmites not by the manufacturing factories, but by the masters of the Albanian service centers./ CNA
