Draft Budget 2026/ Head of the Supreme Administrative Court, Russia:

The Head of the High Judicial Council, Ilir Rusi, was present at the hearing in the Laws Committee on the budget of the institution he heads.

In the presentation, Rusi said that 900 million lek are projected for expenses and that there is an increase in ceilings.

Russia then focused on the judiciary infrastructure, where he reiterated the need for a new building for the relevant courts and prosecutors' offices in Tirana.

The head of the KLGj stated that in the new draft budget, investments account for only 15% of the total.

Further, Rusi spoke about the courts' request for new employees, saying that requests have been made for 680 employees, the KLGj projected the request for 219 employees, with 100 of them to be approved by the Assembly.

 

" 900 million lek are for expenses. We have an increase in ceilings. We have made a request to find us a plot of land to build a building for the two courts of Tirana, the First Instance and the General Jurisdiction, and the respective prosecutor's offices."

Investments in the 2026 budget projection account for 15% of the budget. The most essential project is the construction of a more integrated system of judicial cases. We have the project of creating a dispatcher to collect and distribute data not only for the courts, but also beyond.

The courts have had requests for 680 employees to be added. The KLGJ projected a request for 219 employees. Only 100 employees have been approved. Infrastructure needs improvement. 50 million new lek for the purchase of new equipment.

"Next year, the courts of general jurisdiction will be at 100% of capacity. The Administrative Courts will urgently need a new building. The infrastructure of the buildings is not only an issue for the Supreme Court, it is an issue for everyone ," Rusi declared./CNA
