SPAK Chief Prosecutor, Klodjan Braho, stated that the Special Prosecution Office has approved a strategy for reducing backlogged cases and, according to him, it has been implemented since September 2025.

Braho also spoke about the impact that the change of prosecutors has on the investigation of cases, saying that this slows down the speed of investigations. Meanwhile, he said that 70% of evidence in investigations is obtained from phones, because according to him, mobile phones are used more than other computer devices.

"There are a number of outstanding issues. SPAK has adopted a strategy for reducing issues and it has been implemented since September 2025. There is a special commission that oversees how this strategy is implemented. One of the reasons is that today the structure is complete, but it was not like this from 2019-2023. There are positive steps in this direction.

We want to be realistic about how the change of prosecutors will affect it. The way a prosecutor with long experience investigates and represents in court is very different from a prosecutor who comes on the first day and faces a criminal group. Court proceedings will continue at the same speed, because this depends on the court. But in the investigation this will affect and slow down the speed of investigations.

"Mobile phones have the largest number of sources of evidence because they are used more than computers. The prosecution has changed the procedure for examining and obtaining data from mobile phones, where prosecutors turn to the court for both control and authorization to obtain data from the phone and use it. We have started to directly implement the decision of the Constitutional Court as far as we think it is reasonable. We have set up a working group to draw up an instruction with the aim of legally regulating the situation on how we will carry out the actions and to unify the work of prosecutors", said Braho. /CNA
