Former Foreign Minister and historian Paskal Milo said that the actions of the Kosovar authorities in the 4 municipalities in the north and the clashes with the Serbs may have been done deliberately by Prime Minister Albin Kurti.

According to Milos, Kurti cannot escape the responsibility to present a plan for the Association to the international community.
