Economy expert, Mateo Spaho, says that the citizen who goes to get a service and is forced to pay a bribe, is not as guilty as the corrupt.

According to the expert, if the citizen does not pay a bribe for receiving a service, he will have to face a whole structure and in cases where he denounces, he does not receive the service.

In an interview for Euronews, he said that we have been a little harsh with the citizens, we should be a little softer.

"We were a little harsh with the citizens, we should be a little more gentle. You are a person who has a problem, you want to receive a certain service. Go to an institution. That clerk you go there to ask for a bribe, asks him to wake up in the morning, or is he part of a structure and the message he receives. You know that if you reported it, you will not receive the service. When you go as a citizen, you are not facing a citizen, but a structure. The citizen goes into a situation where it is very difficult to manage without corruption when the structure is captured", said Spaho.

Euronews also conducted a survey regarding the way they view corruption and it resulted that:

Socialists are the majority (50.4%) of those who think that corruption in Albania has decreased in 5 years.

The difference between them and the voters of the Democratic Party is very big, the latter account for only 8.9% of all those who think that corruption has decreased in the last 5 years in our country.

This trend of the perception of socialists is also confirmed when they are asked about their direct experience compared to 5 years ago. Even in this measurement, they are the majority (56.2%) of those who think that corruption has decreased./ CNA
