The state plans to give up some important4 public properties to make way for the development of towers in exchange for administration offices.

The terms of reference that accompany the open competition for projects on the contract with the object "Energizing cities: Innovative Development of Public Property" clarify some of the areas where these constructions will be made.

Concretely, the project has as an integral part of it two lots. The opening of the competition has two calls. The first CALL 1 and 2 where each comes under the name: PUBLIC ADMINISTRATION CLUSTER + MULTI-FUNCTIONAL DEVELOPMENT where each has four sites and two groups. But what are the state properties that will be transferred to the private sector in exchange for offices. In the meantime, in addition to this, the Investment Corporation will receive spaces that it can rent to third parties such as banks or offices. Project at the Municipality of Paris

According to the document, one of those that will be developed is the property of the Directorate of Government Services with a plot of land of 9400 m2.

"Group 1, Lot 1 - Public Administration Cluster (DSHQ - property of the Directorate of Government Services, in the area of ??the "Paris Commune") The proposed site for the construction of the government cluster is located in the "Paris Commune" area, on a plot land of 9,400 m2. Formerly used as a parking lot for state vehicles, the site is located within a rapidly growing central neighborhood of Tirana.

It contains apartment blocks built from the 1950s to the present, most of which lack underground parking, making the presence of vehicles in public spaces very visible. In addition to residential buildings, the area also has service facilities. The site is 1.8 km away from the center of Tirana and close to the main boulevard and Skënderbej Square, where most of the administrative functions are located," the document states.

The program for this site, which has been developed based on the specific requirements of each institution and then clarified through several workshops and consultations, reaches an area of ??about 25,000 m2 - (the exact figure can be found in the table in the Annex). This program will accommodate 22 institutions, each with dedicated and shared spaces. Some of these institutions work closely with each other or are part of the same ministry, while others.

In addition to the institutional program described in the Annex, which includes dedicated and shared spaces, the AIC also requires the design of an additional 5,000 m2 on this lot. Project near Jean D'Arc Boulevard

Lot 2 – Spatial Program The area selected for redevelopment will serve as the site for the construction of a Multi-functional Development. The spatial, functional and typological specifics of this development will be further defined and agreed through a negotiation process between the AIC and the selected private partner, who will be responsible for financing the cluster of government institutions, and will be the main beneficiary of this multi-functional development. For the purposes of this call, the preliminary program of the multi-functional development (to be used as the basis of the generation of the visual proposal) must take into account the following characteristics: Preliminary Program • Parking (underground) • Residential • Office • Services • Commercial.

Design Requirements • Facade and volume design of a multi-functional development with 35-41 floors, with a construction area of ??1,200 to 1,500 m2 and a total construction area of ??48,000-52,500m2. • Sufficient parking • Sensitivity to the site and the surrounding context • High sensitivity to the supply of natural lighting, minimizing the impact of the shadow" the documents state.

Project at ASHK near Harry Fultz School

"Group 2, Lot 1 - Property Institutions Cluster (ASHK - Property of the State Cadastre Agency, near Harry T. Fultz School") The proposed site for the construction of the State Cadastre Cluster, with a land area of ??5,000 m², is located in the Black Bird area (near the Harry T.Fultz school) on a secondary road that connects to Rr. Asim Vokshi. Currently, part of the staff of the State Cadastre Agency is located in this area, in a newly renovated 6-story building. This building includes an archive on the ground floor and office space on the upper floors. The existing building will remain on the site. The new program should be designed to complement the existing structure, including additional construction to the sides and potentially above it to maximize the available space. The proposed site is 1.8 km from the center of Tirana, close to Skënderbej Square and the main boulevard, where most of Tirana's administrative functions are located.

Property of the Faculty of Engineering and Architecture

Group 2, Lot 2 – Multi-functional Development Zone The site proposed for development is located along "Muhamet Gjollesha" street, part of Tirana's Second Ring Road, covering an area of ??3,000 m². It is located 2 km from the center of Tirana, near the main arteries leading to the city center (Rruga e Kavaja, Rruga e Durres), and 20 km from Tirana International Airport.

This location offers easy access to major transport routes such as the Blue Corridor (connecting Montenegro, Albania and Greece), Corridor VIII (Egnatia Road), and the Port of Durrës. The site is strategically positioned between Tirana's two busiest traffic junctions, "Zogu i Zi" and "Sheshi Ataturk" (formerly 21 December), making access to the site difficult during peak hours.

Currently, the site is occupied by an institutional building that will be demolished due to extensive damage from the November 2019 earthquake. ATP In fulfilling its duties, ATP aims to finalize the process of ownership recognition and restitution or compensation as necessary, implementing all compensation decisions made over the past 10 years. Summary of space requirements: ATP has 153 employees.

The space allocation includes an office of the General Director with an area of ??75 m², three offices for 2 people with an area of ??75 m², 48 offices for 4 people with an area of ??25 m² each, a meeting room for 20 people with an area of ??50 m², a hall reception area of ??25 m², an archive with an area of ??380 m² and two warehouses with an area of ??120 m² each. The total area is 2290 m². Special requirements: • A waiting area for public service The site is surrounded on three sides by academic institutions and public offices, including the University of Sports, the Faculty of Architecture and Urbanism, the Faculty of Civil Engineering, and the offices of the Albanian Development Fund .
