DP, request to the Assembly: The Mandates Council should meet tomorrow

The DP has requested that the Mandates Council meet on Tuesday at 11:00 to review SPAK's request to lift Belinda Balluku's immunity.

The request of 5 members of the DP addressed to the Speaker of the Assembly states that:

"In accordance with Article 13, point 6, and Article 118 of the Rules of Procedure of the Assembly, We, 1/2 of the members of the Council:

– Considering the period of more than 3 days as sufficient for the parties to familiarize themselves with the acts and prepare for the presentation of arguments/defense, based also on the parliamentary precedent of the last two cases considered by the Council, where the deadline available to the parties was 48-72 hours;

– Taking into account the note of the Special Prosecution Office in the request and during the meeting of December 19, 2025, which highlights that Ms. Belinda Balluku has been found by special investigation methods to be intimidating witnesses/destroying evidence;

– Taking into consideration the request of the Special Prosecution Office that the matter be reviewed by the Council within 3-5 days from the meeting on December 19, 2025, due to the urgent nature of the request and the need to avoid delaying the investigations;

– In order for the Council and the Assembly not to become an obstacle to justice and the investigation of cases by the Special Prosecution Office;

We are looking for:

1. Meeting of the Council on Rules of Procedure, Mandates and Immunity, on Tuesday, December 23, 2025, at 11:00, with the Agenda: “Continuation of the review of request no. 13019 Prot., dated 16.12.2025, by which the Special Prosecution Office has requested authorization from the Assembly for the arrest/deprivation of liberty of the MP - Deputy Prime Minister - Minister, Ms. Belinda Balluku.”/ CNA
