In the Tirana Local Police Directorate, the Organizational Secretary of the political entity "Democratic Party of Albania" has submitted the request for the development of gatherings, from 17:00 to 20:00 on 26.11.2024, on several main roads in Tirana , specifically: the small ring, the Black Bird roundabout, the bridge near the mosque on Elbasan Street, "Ëilson" square and from the palace with arrows towards Kavaja Street.         

Pursuant to letter "a" of Article 6 of Law no. 8773, dated 23.04.2001, "On Gatherings", the Local Directorate of the Tirana Police has responded to the political subject that the organization of gatherings in some road segments in the municipality of Tirana creates problems and premises for violations of public order and the safety of other citizens, obstructs the circulation of emergency vehicles, violates the fundamental rights and freedoms for the free movement of citizens, as well as obstructs the free movement of public and private transport vehicles.

Also, the Local Directorate of the Tirana Police has informed the Organizational Secretary of the Democratic Party that blocking roads is a criminal offense and that for actions contrary to the law, the organizer, the leader of the rally and the participants in the rally, will bear administrative and criminal responsibility. pursuant to letter a, Article 24 of Law No. 8773, dated 23.04.2001 "On Gatherings" and Article 293 of the Criminal Code of the Republic of Albania.

The State Police guarantees the right to assembly, the rights and freedoms of participants in assemblies, but without infringing the free movement of citizens and vehicles.

In order to help the citizens who will travel on the above road axes, the State Police has taken measures to divert the traffic of vehicles to alternative roads in case of blockage.  

The State Police appeals once again for the enforcement of the law and respect for the free movement of citizens and vehicles, during the hours of gatherings./ CNA
