Investigators have discovered a series of properties in Albania belonging to the former Deputy Minister of Health Klodian Rrjepaj and businessman Ilir Rrapaj.

Businessman Rrapaj has invested in apartments on the coast, while his friend Rrapaj has three properties in the Kashari area.

After receiving the sterilization concession, Ilir Rrapah has opened a number of companies thus earning billions of lek, according to what the media reports.

Further, the media write that according to SPAK, it was found that Klodian Rjepaj co-owns three real estates with a total area of ??32 thousand m2. Rjepaj is not the only owner of this piece of land, as Sokol Muça, Griselda Belshi, Brunilde Gjinali, Suela Sallavaci, Arjan Nervaj, Arsen Kurti, Anila Meço, Henrieta Kallushi, Dorian Bardhi, Arjan Haxhi, Daniel Shaë are also owners. Generous ear.

Arjan Nervaj is the brother of Altin Nervaj, the administrator who owns 50 percent of the shares in the company "Alba Light", which has transactions for services with the concession under investigation.

The three properties that Klodian Rjepaj owns with the aforementioned citizens are located in the village of Mazrek in Kashar and are of the arable type, with an area of ??10,000 m2, 7,000 m2 and 15,000 m2 respectively, registered in the name of the co-owners respectively on 4 August 2011, July 8, 2013 and May 2, 2012.

Former Deputy Minister of Health, Klodian Rjepaj, on June 18, 2018 founded the physical NIPT with the trade name "Health Protection International", where the object is: "...consultancy, services related to health protection, medical services. Import-export of accessories related to the field of health. Accreditation, certification of health and non-health institutions, public and private. Training programs in the field of health, environment and in the social field...".

Gentiana Rjepaj, the wife of the former deputy health minister Klodian Rjepaj, also opened a laboratory business.

On the other hand, the latter's friend, Ilir Rrapaj from Vlonia, is the main owner with 40 percent of the shares of the concession company "Sani Service", which aims to sterilize surgical equipment in all hospitals in Albania.

Rrapaj entered this concession through the company "Investitial" registered in Prishtina, a company that deals with the construction of decorative walls in Italy and Kosovo.

According to the documents provided, the company "Globalsher" was registered in the name of Ilir Rrapaj with a general purpose of cooperation, which obviously includes the business of surgical materials and cosmetic products.

Rrapaj is a 100 percent shareholder of this company, while its administrator has appointed his confidant, nephew Bledar Rrokaj, who served as the first administrator of the concession company "Sani Service".

"Globalsher" has invoices from the sales book totaling 1,857,516,760 ALL. From the total sales, with the concessionaire "Sani Service", through 521 sales invoices, the value is 1,767,955,091 ALL from November 2016 to December 2021.

This value is as much as 95.2 percent of all sales made by "Globalsher". From this amount, only for the maintenance service, "Full Risk" maintenance and technical assistance to the concessionaire "Sani Seevice", the physical invoices amount to 696,752,500 ALL and 321,811 euros.

Another company of Ilir Rrapaj is "Albamed 2014" in which he owns 60 percent of the shares, while 40 percent is owned by the director of the concession, the Italian Elisabetta Anzanello. The latter is the wife of Umbro Staccini, another owner of the concession company "Sani Service", the media reports. 

"Albamed 2014" has declared sales invoices in the total value of ALL 38,659,793. Of these sales, he made only with "SaniService". This subject has made purchases in a total amount of ALL 54,872,150, mainly from "Neëster Systems srl" Italian company, in the amount of ALL 8,424,906 from April 2017 to March 2019. From "Tecnosanimed srl" Italian company, in the amount 25,1563519 ALL from June 2016 to January 2019. From "Geonet Sistemi srl" Italian company, in the amount of 17,933,512 ALL in December 2016.

Another asset of Ilir Rrapaj is a building with an area of ??117 m2 registered on April 5, 2016, which he bought in Vlora. According to the documents, the building owned by Rrapaj stands on the property with No. 3/242 volume 42, page 88.

Also, in the name of Ilir Rrapaj, there is a property and land in Berat with an area of ??41 square meters. This property was taken by him and Gëzim Rrapaj on June 26, 2014.

Among the real estates in the name of Ilir Rrapaj is an apartment with an area of ??105 square meters. The property is located in the Sauk area and was purchased with an initial price of 60,000 euros.

These are just some of Ilir Rrapaj's assets, not including the balance of money in bank accounts, the value of the vehicles he has and the assets he enjoys abroad in Italy and Kosovo./ CNA
