The Council of Ministers decided today to set up the National Mental Health Committee (NKSHM), an advisory body to the Minister of Health, to be chaired by the Deputy Minister of Health.

Patients, family members of patients, representatives of civil society organizations that promote and protect the rights of people with mental health disorders, as well as representatives from various international organizations that have representative offices in Albania and have mental health issues in their field of activity.

The committee will advise the Minister of Health on:

- Development of policies for maintaining and improving mental health,

- deinstitutionalization and community orientation of health services;

- coordinated provision of health and social, preventive, treatment, rehabilitation and reintegration services;

- enabling a chain of services for mental health, to be of quality, available, acceptable and accessible to all;

- protection of the rights of persons with mental health disorders throughout the entire life span, in the community, in health and social care institutions, with and without beds, as well as in institutions for the execution of criminal decisions and in special medical institutions ;

- the regionalization of complete networks of mental health services, in harmony with the restructuring and rationalization plans of primary and hospital health care services;

- the undertaking of legal and sub-legal initiatives for mental health and the implementation of relevant legislation;

- monitoring and evaluating the implementation of mental health policies.

The National Mental Health Committee will have members:

a) The head of the unit that covers issues of public health and primary health care in the ministry responsible for health;

b) The head of the unit that covers hospital planning issues in the ministry responsible for health;

c) The head of the unit that covers financial planning issues in the ministry responsible for health;

ç) The head of the unit that covers legal issues in the ministry responsible for health;

d) The head of the unit that covers issues of social services in the ministry responsible for social protection;

dh) The representative of the ministry responsible for justice issues;

e) The representative of the ministry responsible for education issues;

ë) The representative of the minister responsible for children and youth;

f) Head of the Psychiatry Service at QSUT;

g) Head of the National Medical Emergency Center;

gj) The representative of the National Therapeutic and Rehabilitation Center for Children;

h) The representative of the Operator of Health Care Services;

i) The representative of the Institute of Public Health;

j) The representative of the Mandatory Health Care Insurance Fund;

k) The representative of the State Social Service;

l) The representative of the Health and Social Care Quality Assurance Agency;

ll) The representative of the General Directorate of Prisons, which covers the issues of persons with mental health disorders with medical measures;

m) Representative of the Commissioner for Protection from Discrimination;

n) Representative of the People's Advocate;

nj) State Police Representative;

o) The representative of community mental health services, appointed by the minister responsible for health;

p) The representative of psychiatric hospitals, appointed by the minister responsible for health;

q) The representative of the Association of Municipalities./ CNA
