The majority in the Albanian Parliament has decided to propose the candidacies of Denar Biba and Eldian Balla for the position of member of the Competition Commission, which is also expected to hold the position of chairman.

The majority has proposed two alternative candidacies, but, according to sources from the Assembly, it is believed that the candidate selected to be voted back to head the Competition Authority will be Denar Biba.

In presenting his candidacy before the Parliamentary Committee on Finance, Economy and Employment, the current chairman, Denar Biba, emphasized the work done to strengthen the institution and requested support for its continued further consolidation.

In his vision for the future, he mentioned as the main objectives the closure of Chapter VIII of the integration process in the period 2026-2027, the transformation of the institution from a market policeman to a partner of the national economy and development, and the design of analytical and specific legal instruments for the digital economy.

Candidate Eldian Balla comes from the academic world, with experience in university teaching, scientific research and marketing management in the private sector. Since October 2010, he has been a full-time lecturer at the “Aleksandër Moisiu” University, Faculty of Business.

In his presentation to the Commission, he stressed the need for a proactive approach, through continuous analysis and monitoring of strategic markets. He also stressed the importance of strengthening the analytical dimension in decision-making and raising public awareness of competition rules.

The announcement of the vacancy in the Competition Commission was made at the end of January, on the eve of the end of the mandate of the current member and chairman, Denar Biba.

The main criteria for candidates in the process are to be Albanian citizens, have no less than 15 years of professional experience, and have been a member of the university academic body for no less than 5 years or hold a title or scientific degree in the field of economics or law, in the specialty "Civil/Administrative Law", as well as not to have been dismissed from work or from the civil service due to disciplinary measures.

According to the law, the members of the Competition Commission are elected by the Assembly. One member is proposed by the President of the Republic, two members are proposed by the Council of Ministers, and two members are proposed by the Assembly.

The law provides that the members of the Commission are elected by majority vote, in the presence of more than half of all members of the Assembly of the Republic of Albania, for a period of 5 years. Among them, the Assembly of Albania also appoints the Chairman of the Commission. /Monitor.al
