Confindustria assesses that the internal organizations of the most important current ministerial portfolios are built with clear conflicts of interest, which significantly reduce the effectiveness of work and create conditions for subjectivism and corruption.

For the above, the fundamental reconstruction of the ministerial portfolios of the Rama 3 government is necessary. Confindustria, based on the up-to-date analysis of the work of the main ministries from the perspective of business concerns, the state of the national economy and integration processes in the EU, requests the reorganization of some ministerial portfolios as follows: The Ministry of Finance and Economy has a clear conflict of interest unacceptable, which has severely damaged local production.

Fiscal and financial policies have completely subordinated economic development. There is a complete lack of economic and commercial policies supporting Albanian industries and production, especially in the context of negotiations with the EU. The management of public property and concession contracts is almost unstable and has serious consequences for the public interest. For the above, the creation of the Ministry of Economy, Trade and Administration of Public Property is required.

Creation of the Ministry of Energy and Natural Resources.

It is incomprehensible and wrong, that long-term strategic sectors such as energy, natural resources and minerals are simply appendages of the Ministry of Infrastructure. A clear example of failure and mismanagement is Albania's ongoing energy crisis starting in 2021.

It was in 2021 that Albania declared an energy crisis when domestic production exceeded domestic demand by 6.5%.

Today's organization of the Ministry of Environment and Tourism produces a lack of institutional opposition with serious and long-term consequences for the environment, but also for the tourism sector.

We mention some of today's major problems with environmental permits for uncontrolled quarries, tourist resorts in protected areas, the case of the protected area of ??Butrint, the national park of Vjosa, the serious problems in the discharge of waste water into seas, rivers and lakes, garbage, serious affairs with burners, industrial pollution, waste water plants out of order, etc.

The Ministry of Environment should be organized as a separate ministry, opposed to economic and industrial development at the country level. The Ministry of Agriculture and Rural Development has a strong institutional conflict of interest with food security.

Agricultural and livestock development policies should, in principle, be monitored by food safety protection policies. The problems of food security in Albania are serious and have consequences not only for citizens, but also for competition between businesses, national production and tourism.

Following the example of developed EU states, the National Food Authority could be part of the Ministry of Health or directly under the Office of the Prime Minister.
