SPAK Head Altin Dumani stated that the designation "Structured Criminal Group" for the persons being investigated and tried as involved in the incinerator affair was made by SPAK prosecutors based on the Palermo Convention.

Dumani said that a distinction must be made between a criminal group and a criminal organization, which is the highest level of cooperation.
