Elbasan incinerator, the tender for environmental parameters ends for the third

The public company "ECO Elb", which owns the Elbasan incinerator, has not been able to finalize since last year a procedure related to the monitoring of the environmental parameters of the landfill.

The tender reopened for the third time in the system of the Public Procurement Agency on February 9, 2024 and with the forecast to be closed on February 20, ended again in the Public Procurement Commission on March 13. According to the data made public on the KPP website, it seems that the objection is related to the evaluation made by the bid evaluation commission for the procedure that has a limit fund of 3 million ALL.

Earlier, KPP dismissed the procedure opened by "ECO Elb" under the argument that the tender documents were contrary to the legal provisions in force for public procurement.

"The Public Procurement Commission emphasizes that the special criteria for qualification, the technical specifications by the contracting authority must be defined clearly, accurately and in accordance with the legislation in force, in order to carry out a fair and non-discriminatory evaluation, without hindering the participation in a procurement procedure, as well as give bidders the opportunity to determine the scope of the contract", the Commission would underline.

The same procedure also showed problems in the first phase when "Eco Elb" announced two procedures in the system of the Public Procurement Agency, which after going through several links and complained to the KPP where the latter returned them for re-announcement arguing that "ECO Elb" had not respected the obligations related to respecting the links of appeal.

"Eco Elb" is a company created on 18.11.2021 and has as its object the activity "Collection, rehabilitation and processing of various wastes, organic, solid, green...etc., in the administrative territory of all municipalities of Elbasan district. Treatment of waste by combustion (incinerator). Production and sale of electricity. Other activities in the field of waste processing, which the law allows, for the interests of society and the community".
