The Netherlands has asked Albania to refrain from implementing the scheme for issuing golden passports. At the same time, Montenegro is also requested to immediately cancel the scheme of issuing passports to foreign investors. Both countries are warned with the return of visas if they implement such schemes.

The Dutch government has emphasized that it agrees with the EC that golden passports carry security and corruption risks and should therefore be avoided.

"Qeveria e Holandës pajtohet me Komisionin se pasaportat e arta mbartin rreziqe sigurie dhe korrupsioni dhe për këtë arsye duhet të shmangen. Qeveria ndan pikëpamjen e Komisionit Evropian se skemat (propozuara) të pasaportave të arta ('skemat e shtetësisë së investitorëve') të Shqipërisë dhe Mali i Zi janë një shqetësim i madh për BE-në”.
