The blow against crime and corruption/ Murder and drug trafficking, from

SPAK has sent 21 defendants accused of various offenses, ranging from crimes, drug trafficking to corruption, for trial.

The Special Prosecution Office has listed the charges against each of the defendants.

Marjus Lulaj (alias Suel Çela) investigated under the security measure "prison arrest", in absentia, accused of the following criminal offenses:

"Premeditated murder", attempted, to the detriment of citizen Ardjan Çopja on 08.06.2020 in the city of Elbasan, committed in a special form of collaboration, that of a criminal organization and "Commitment of criminal offenses by a criminal organization and a structured criminal group", provided for by articles 78/2-22, 28/1 and 334/1/2 of the Criminal Code;

“Providing conditions and material means to commit murder”, to the detriment of citizens Bled Muça (alias Bledar Muça) and Elvis Koçi, committed in a special form of cooperation, that of a criminal organization and “Commitment of criminal offenses by a criminal organization and a structured criminal group”, provided for by articles 80, 28/1 and 334/1 of the Criminal Code; “Criminal organization”, provided for by article 333/1 of the Criminal Code;

“Illegal possession and production of weapons, explosive weapons and ammunition”, committed in a special form of cooperation, that of a criminal organization, “Criminal organization” and “Commitment of criminal offenses by a criminal organization and a structured criminal group”, provided for by articles 278/1, 28/1 and 334/1 of the Criminal Code; “Drug trafficking”, carried out in a special form of cooperation, that of a structured criminal group, and “Commitment of criminal offenses by a criminal organization or a structured criminal group”, offenses provided for in Articles 283/a/1, 28/4 and 334/1 of the Criminal Code, criminal fact verified on 13.12.2020 in the state of Ecuador where a quantity of 930 kg of cocaine was seized, on 5.1.2021 in the state of the Netherlands where a quantity of 446 kg of cocaine was seized and criminal fact verified on 6.4.2020, where a quantity of 14 kg of cocaine was seized in the United Kingdom; “Structured criminal group”, provided for in Article 333/a/1 of the Criminal Code; “Active corruption of a judge, prosecutor and other justice officials”, committed in collaboration with the defendant Blerina Beqiri, provided for by articles 319 and 25 of the Criminal Code; “Active corruption of a judge, prosecutor and other justice officials”, after promising and giving sums of money as an irregular benefit to the investigator Pajtime Fetah (judge), provided for by articles 319 and 25 of the Criminal Code; “Active corruption in the private sector”, committed in collaboration, provided for by articles 164/a, 25 of the Criminal Code (twice).

Mario Çela, investigated under the security measure "prison arrest", accused of the following criminal offenses:

“Premeditated murder”, attempted against the citizen, Ardjan Çopja on 8.6.2020 in the city of Elbasan, committed in a special form of cooperation, that of a criminal organization and “Commitment of criminal offenses by a criminal organization and a structured criminal group”, provided for by articles 78/2-22, 28/1 and 334, second paragraph of the Criminal Code; “Criminal organization”, provided for by article 333/2 of the Criminal Code; “Unauthorized possession and production of weapons, explosive weapons and ammunition”, committed in a special form of cooperation, that of a criminal organization, “Criminal organization” and “Commitment of criminal offenses by a criminal organization and a structured criminal group”, provided for by articles 278/1, 28/1 and 334, first paragraph of the Criminal Code; "Active corruption in the private sector", committed in collaboration, provided for by articles 164/a, 25 of the Criminal Code.

Klaus Matishi, (alias Klaus Çopja, alias Kledjan Çopja) investigated under the security measure "prison arrest", accused of the following criminal offenses:

Artan Hoxha, investigated with the security measure "obligation to report to the judicial police", accused of the following criminal offenses:

“Passive corruption in the private sector”, provided for by Article 164/bi of the Criminal Code and “Criminal organization”, provided for by Article 333/2 of the Criminal Code.

Pajtime Fetah, investigated under the security measure "house arrest", accused of the following criminal offenses:

"Passive corruption of judges, prosecutors and other officials of the justice system", committed more than once, provided for by Article 319/ç of the Criminal Code and "Criminal organization", provided for by Article 333/2 of the Criminal Code.

Metin Mehja, investigated under the security measure "prison arrest" (in absentia), accused of committing criminal offenses:

"Providing conditions and material means to commit murder", to the detriment of citizens, Bled Muça (alias Bledar Muça) and Elvis Koçi, committed in a special form of cooperation, that of a criminal organization and "Commitment of criminal offenses by a criminal organization and a structured criminal group", provided for by articles 80, 28/1 and 334, first paragraph of the Criminal Code, as well as "Criminal organization", provided for by article 333/2 of the Criminal Code.

"Drug trafficking", carried out in a special form of cooperation, that of a structured criminal group, "Structured criminal group", and "Commitment of criminal offenses by a criminal organization or structured criminal group", offenses provided for by articles 283/a/1, 28/4 and 334, first paragraph of the Criminal Code, criminal case verified on 13.12.2020 in the state of Ecuador where a quantity of 930 kg of cocaine-type narcotics was seized and on 5.1.2021 in the state of the Netherlands where a quantity of 446 kg of cocaine-type narcotics was seized; “Drug trafficking”, committed in a special form of cooperation, that of a structured criminal group and “Commitment of criminal offenses by a criminal organization or a structured criminal group”, offenses provided for by Articles 283/a/1, 28/4 and 334, first paragraph of the Criminal Code, the criminal fact verified on 6.9.2020, in Dover, United Kingdom, where citizens, Mile Pajic and Miodragan Ivankovic were arrested after being found in possession of a quantity of 54 kg of cocaine; “Structured criminal group”, provided for by Article 333/a/2 of the Criminal Code; “Active corruption in the private sector”, committed in cooperation, provided for by Articles 164/a – 25 of the Criminal Code.

Renato Hasani, investigated under the security measure "prison arrest" (in absentia), accused of the following criminal offenses:

"Drug trafficking", carried out in a special form of cooperation, that of a structured criminal group and "Commitment of criminal offenses by a criminal organization or a structured criminal group", offenses provided for by articles 283/a/1, 28/4 and 334, first paragraph, of the Criminal Code, the criminal fact verified on 13.12.2020 in the state of Ecuador, where a quantity of 930 kg of cocaine-type narcotics was seized and on 5.1.2021 in the state of the Netherlands, where a quantity of 446 kg of cocaine-type narcotics was seized and "Structured criminal group", provided for by article 333/a/2 of the Criminal Code.

Blerina Beqiri, investigated with the security measure "obligation to report to the judicial police", accused of the criminal offense:

"Active corruption of a judge, prosecutor and other justice officials", committed in collaboration, provided for by Article 319-25 of the Criminal Code.

Elton Qyno, accused of the criminal offense:

"Passive corruption in the private sector", provided for by articles 164/bi of the Criminal Code.

Dedan Gjoni, investigated under the security measure "prison arrest", accused of the criminal offense:

"Abuse of office", provided for by Article 248 of the Criminal Code.

The Special Prosecution Office has decided to separate the acts from criminal proceedings no. 193 of 2023. This procedural action was carried out to continue investigations into other criminal offenses.
