The 'Veliaj' scandal, the 13 accusations that speak for themselves

The arrested mayor of Tirana, Erion Veliaj, who has been in the cells of Durrës Prison for more than a year, is a pure case of political scandal and more.

The key element of the entire case is the fact that Veliaj faces 13 charges for 5 serious criminal offenses, which were filed against him at the conclusion of investigations conducted by the Special Prosecution Office against Corruption and Organized Crime (SPAK).

The charges against Veliaj are mainly related to corruption, abuse of office, money laundering and failure to declare assets.

More specifically, what are the 13 charges for 5 serious criminal offenses:

1. “Passive corruption of high-ranking state officials or local elected officials”, committed in collaboration, in relation to the irregular benefit received from “Agi Kons” sh.pk, provided for by Article 260 and 25 of the Criminal Code;
2. “Passive corruption of high-ranking state officials or local elected officials”, committed in collaboration, in relation to the irregular benefit received from “Fusha” sh.pk, provided for by Article 260 and 25 of the Criminal Code;
3. “Passive corruption of high-ranking state officials or local elected officials”, committed in collaboration, in relation to the irregular benefit received from “Palushi” sh.pk, provided for by Article 260 and 25 of the Criminal Code;

4. “Passive corruption of high-ranking state officials or local elected officials”, committed in collaboration, in relation to the irregular benefit received from “Gerard-A” sh.pk, provided for by article 260 and 25 of the Criminal Code;
5. “Passive corruption of high-ranking state officials or local elected officials”, committed in collaboration, in relation to the irregular benefit received from “Kontakt” sh.pk, provided for by article 260 and 25 of the Criminal Code;

10. “Laundering the proceeds of a criminal offense or criminal activity”, committed in collaboration more than once, provided for by article 287/2 of the Criminal Code;
11. “Introducing or keeping prohibited items in the institution for the execution of prison sentences”, more than once, provided for by article 324/a/2 of the Criminal Code;
12. “Refusal to declare, failure to declare, concealment or false declaration of assets, private interests of elected persons and public servants or of any other person who has a legal obligation to declare”, provided for by article 257/a/2 of the Criminal Code;
13. “Abuse of office”, provided for by Article 248 of the Criminal Code.

The investigation also involved Veliaj's wife, Ajola Xoxa, the couple's associates, with suspicious actions and inactions. Xoxa's benefits as the mayor's wife amounted to millions of dollars in funds with NGOs, numerous properties, but also staggering expenses for clothing and jewelry.

The 13 charges against Erion Veliaj are clear evidence of irregularities, lack of transparency, abuse of public money, but also of public trust.

Despite the fact that every individual is considered innocent until proven guilty, the fact that a mayor faces such a large number of charges, with investigations, evidence and voluminous materials supporting these charges, beyond his claims, lobbying and articles in the media, and while he has been postponing trials for 7 months and not facing justice, then the 13 serious charges for 5 criminal offenses speak for themselves. /CNA
