The arrested mayor of Tirana, Erion Veliaj, continued his next attack on justice, as a few days ago he sued SPAK prosecutor Ols Dado in the Administrative Court. In fact, the investigations were carried out by two prosecutors, Ols Dado and Altin Dumani, but he does not dare to mention the latter's name. While against Dado he has issued wholesale frauds to important international institutions.

The lawsuit, addressed to the Administrative Court of Tirana, is dated January 20, 2026, through which the mayor, arrested on 13 serious criminal charges, requests from his cell the dismissal of Dado and the declaration of his appointment as illegal.

Veliaj files a lawsuit to incite a conflict with prosecutor Dado, after repeated attacks that show Zdroms' fear of facing justice.

The indictment against Dado contains dark shadows of Veliaj's actions, through his 99 associates who are accused or under investigation for various criminal offenses.

This lawsuit, according to sources close to Veliaj's staff, maintains the authorship and hides another name with accusations or under investigation by SPAK, that is 99-chi, Plarent Ndreca.

But how is Ndreca related to the Veliaj case and the lawsuit against Dado?

As has already been published with official facts and data, Ndreca is a former 99-ç, returned to Rilindas and a close associate of Zdroms of the Municipality of Tirana, as the mayor calls himself. Ndreca has exercised several public functions. He has also been a deputy of the Albanian Parliament.

Ndreca under indictment

On November 27, 2024, through an announcement, the Special Prosecution Office announced that it sent 16 people for trial for violations in public tenders, including Plarent Ndreca.

Plarent (Pjetër) Ndreca was accused by SPAK of committing the criminal offense "Violation of equality of participants in tenders or public auctions", committed in collaboration as provided for by Article 258-25 of the Penal Code (as provided before the amendments made by Law No. 43/2021).

The violations were found to have been committed during a tender procedure at a time when Ndreca was serving as Secretary General of the Ministry of Interior, when the institution was headed by Sandër Lleshaj. At that time, CNA also published the scandal of the purchase of a luxury vehicle during the pandemic.

Known as a close friend of the arrested mayor, Ndreca has on more than one occasion shown his public stances in favor of Veliaj, but also his "talent" as a lawyer for handling the case in the Constitutional Court.

CNA has learned from confirmed sources that the lawsuit against prosecutor Ols Dado was prepared by Plarent Ndreca. In the role of the political suicide bomber or the unknown lawyer defendant behind Veliaj's firm, the lawsuit has been taken to the Administrative Court.

In this way, Veliaj and Ndreca, united as two men of scandal and accused by the justice system, have once again acted against SPAK and continued their attacks on a prosecutor who is simply doing his job, just so that Dado can withdraw from the case due to conflict of interest. Erion Veliaj and Plarent Ndreca seem to be coordinated with the most absurd scenarios.

The case of the attack on prosecutor Ols Dado clearly shows the face of corrupt officials, who share the same plight, as they inevitably want to evade justice, through low-level attacks, with various procedures and technicalities. Justice is delayed, but it does not forget about the arrogant, arrogant or public deceivers who come from politics or outside it. /CNA
