Abuses with tenders/ SPAK sends the file of 3 officials of Veliaj for trial

The Special Prosecutor's Office against Corruption and Organized Crime has completed the preliminary investigations of criminal proceedings no. 161, of 2020, and submitted to the Special Court of First Instance for Corruption and Organized Crime, the request to send the case to trial (date 05.07.2024), in charge of the defendants:

- Ledia Ramo, Ortjon Dhami and Engjëll Dedja, accused of committing the criminal offense "Violation of the equality of participants in public tenders or auctions", provided by Article 258 of the Criminal Code.

- Bledar Shemaj, accused of committing the criminal offenses "Forgery of documents" and "Forgery of seals, stamps or forms", provided for by articles 186/1 and 190/1 of the Criminal Code.

The investigations carried out show that the defendants Ledia Ramo, Ortjon Dhami and Engjëll Dedja, employees of the commercial company "Ujësjellës Kanalizime" sh.a., Tirana branch, participated as members of the Complaints Review Committee and then, as members of the Bid Evaluation Committee, in the procedures for the procurement with the object "Purchase of chemicals and active carbon for UKT sh.a", with an open framework agreement procedure, dated 11.01.2019, in the amount of ALL 143,618,333 without VAT. They are accused of having changed one of the specifications during the complaint review procedure, which had to do with the appearance on the payroll of an employee who maneuvers heavy equipment (removing it as a request), for the purpose of favoring the company "Ë Center" sh .pk, with license number K63029402A, with the defendant Bledar Shemaj as partner and administrator.

Then, during the evaluation of the offers, they qualified this company despite the fact that it did not meet one of the required specifications, that of having a valid driver's license on the part of the operator of heavy vehicles.

Meanwhile, the defendant Bledar Shemaj is accused of having presented in this procurement procedure a work contract by presenting false circumstances regarding the employment of the QM citizen in his company (as a heavy equipment operator), a specification for which there had been complaints before from other operators, as well as presented false circumstances in the statement completed by him as a standard document on the contracts presented for the rental of the vehicles with which he would perform the services, at a time since the implementation of the contract results that the service was carried out using tools belonging to other companies./ CNA
