Doubling the price of the patent / Competition Authority "wakes up".

The Competition Authority, based on some concerns made public by the media regarding the agreement between Interest Groups representing driving schools ("National Driving School Association" and "Road Safety" Driving School Association), the General Directorate of Taxes and the Directorate of General of Road Transport Services on the determination of the minimum fiscal cost (payment fees) of training for drivers, has started the procedures for the evaluation of this agreement in the sense of law no. 9121/2003 "On the protection of competition".

Ligji nr. 9121/2003 “Për mbrojtjen e konkurrencës” ndalon të gjitha marrëveshjet të cilat kanë si objekt ose si pasojë pengimin, kufizimin ose shtrembërimin e konkurrencës në treg, veçanërisht marrëveshjet që caktojnë në mënyrë të drejtpërdrejtë ose të tërthortë, çmimet e blerjes ose të shitjes, apo çdo kusht tjetër tregtimi.
Autoriteti i Konkurrencës, në zbatim të neneve 69 dhe 70 të ligjit nr. 9121 datë 28.07.2003 “Për Mbrojtjen e Konkurrencës”, vlerëson shkallën e kufizimit ose të pengimit të konkurrencës që rrjedh nga projekt aktet që kanë të bëjnë me: kufizimet sasiore për hyrjen në treg dhe tregtimin; vendosjen e të drejtave ekskluzive ose të të drejtave të veçanta, në zona të caktuara, për ndërmarrje ose për produkte të caktuara; imponimin e praktikave të njëjta në çmime dhe kushtet e shitjes.

For the above, the Competition Authority has requested information from the General Directorate of Taxes and the General Directorate of Road Transport Services, in order to assess the possible restrictions of competition in the relevant market./CNA.al
