Other details from the sterilization file implicating the former Minister of Health Ilir Beqaj have come to light.

According to the media, Beqaj's involvement results not only in the predetermination of the winner of this concession worth 100 million euros, but also in the creation of a financial loss in the state budget of 588 million old lek, a loss which has been calculated until the implementation of the concession contract in April 2022.

It should be noted that this damage was calculated from the budget expenses for water and electricity payments, which Minister Beqja has removed as expenses from the company 'Sani Service' by charging the state.

The concession contract was targeted by three main "actors" Ilir Beqja, minister, Ilir Rrapaj, friend of the minister, and Klodian Rjepaj, deputy minister of health.

While the other officials, according to the media, serve the trio Beqaj-Rrjepaj and Rrapaj, signing a series of documents.

The concession is clearly rigged. Even the final contract for determining the contractual conditions has been rigged.

There is a lot of probability and reasonable doubts that the Draft-Contract was drawn up outside the Ministry's offices, in some private meeting between the trio of friends Ilir Beqja, Klodian Rjapaj and Ilir Rrapaj.

According to what is reported in the media, the contract was delivered on December 4, 2015, not by mail, but by hand from 'Sani-Service' to the Ministry of Health, which shows the flexibility and security that Ilir Rrapaj had with the officials of the Ministry of Health.

Through the e-mails analyzed by SPAK, it is clear that despite the establishment of a working group with several names in the Ministry to negotiate the terms of the contract, it is clear that it was negotiated by the Deputy Minister of Health Klodian Rjepaj himself, who then he passed the draft to the committee members.

While on December 10, 2015, the contract was signed by the Minister of Health, Ilir Beqja.

In the file it is stated that SPAK has seized the minutes of December 8, 2015, which were kept in a summary manner by the members of the Concession Granting Commission and the legal representatives of the economic operator announced as the winner, for the negotiations of the Concession Contract, where it turns out that long live citizen Admir Daca.

At the end of the minutes, it is noted that the members of the Concession granting commission and the legal representative of the economic operator announced as the winner, Admir Daca, signed.

The latter was presented for the first time in this meeting and Daca's name was never mentioned during the compilation of documents from 2014 onwards.

This is because according to the registration certificate, the company "SaniService" started its activity on July 3, 2015 and its "Administration" belonged to Vlonjat Bledar Rrokaj, a confidant of Ilir Rrapaj.

Ndërsa Admir Daca është emëruar Administrator i ‘SaniService’ në 1 dhjetor 2015 dhe në datat kur thuhet se është kryer negocimi ky person nuk ka qenë administrator i kësaj kompanie.

Prokuroria thotë se në lidhje me këtë negocim të kushteve të Kontratës, vërehet se Autoriteti Kontraktor që është Ministria e Shëndetësisë dhe titullari i saj, Ilir Beqja që ka firmosur, nuk ka paraqitur asnjë pikë për negocim në këtë kontratë.

Kontrata është hartuar nga ‘Sani-Service’ dhe zyrtarët e komisionit dhe vetë Ilir Beqaa kanë firmosur.
