From the investigation file of SPAK for the incinerator of Tirana, provided by CNA , several e-mails exchanged between Alda Klos, the Director of the Concessions Directorate at the Ministry of Finance, and Alba Thomë, Director of the Legal Directorate of the Ministry of the Environment, have been revealed.

Citizen Alba Thoma responded to this email, with the email dated 19.01.2017, 12:14, sent to citizen Ala Klosi, with content: "Alda, We are not dealing with additional effects in their literal sense as they are not will be awarded to the MoD but to the Municipality of Tirana as part of the grant they receive from the Central Government for the fulfillment of their obligations. This is the reason we do not have it foreseen in our budget ceilings. However, that is why we have forwarded the procedure to you for approval as the Central Government will grant the Municipality the funds for depositing the waste in the plant as well as to cover the expropriation costs. Further, the exchange of e-mails continues and Alda Klosi asks for the business plan, which was missing in the forwarded practice.

According to the data in the file, Alba Thoma in the capacity of the Director of the Legal Department in the Ministry of Environment had communicated everything with Alda Klosin, informed Klodian Zoton.

According to SPAK, it appears that Alba Thoma coordinated the work with the citizen Klodian Zoto, regarding the return of the answers of the Ministry of Environment regarding the requirements for the fulfillment of the appropriate requirements regarding the concession granting procedure.
