Berisha points the finger at Rama, Agaç and Veliaj for the corruption

Former Prime Minister Sali Berisha has pointed the finger at Prime Minister Edi Rama, Mayor Erion Veliaj and Engjëll Agac for the corrupt incinerators' megafare.

According to Berisha, they are the main ones responsible for the theft of Albanian taxpayers.

Berisha says that Rama, Veliaj, Agaçi are being covered by Mirel Mërtiri, Stela Gugallja and Klodian Zoto.

" Today, Edi Rama's propaganda has been launched in order to hide, at any cost, the real people responsible for the criminal organization.

Today, everything is being done to attribute the hundreds of millions of euros of garbage to three people: Klodian Zoto, Mirel Mërtiri and Stela Gugalles.

Everything is done to present these people as brains, as the devil with a bell, just to cover the truth, just to hide the reality that the bosses of the incinerators are Edi Rama, Erion Veliaj and Engjëll Agaçi.

Only alone to defend this dome.

If the Albanian government, in the procedure of the chili affair, has been proven to be a real criminal organization, and secondly, if the chili enterprise is owned by Mërtir and Zoto, or the Rama-Agaçi-Veliaj garbage clan.

I invite analysts, I invite journalists to refer to the law and only the law in this matter. In this way, they go to the head of the garbage clan, Edi Rama, Engjëll Agaçi and Erion Veliaj.

Why so?

A former prime minister knows better than anyone a procedure that goes through the Council of Ministers. He is bound, it cannot be otherwise.

Therefore, here too, I humanly ask those who believe that Zoto and Mërtiri are the masterminds of the affair, to refer only to the laws.

To pave the way for the incinerator affair, the waste treatment strategy funded by millions of euros from the EU was launched. This strategy was replaced by the garbage burning strategy. This could never be achieved by Mërtiri or Zoto, two socialist businessmen without any experience in the field of waste treatment. This could only be done by the government trash clan led by Edi Rama, who signed the creation of the commission with 12 deputy ministers, no one else could create such a commission, in order to recommend the declaration of an environmental emergency.

The commission met, 9 deputy ministers voted against, trashed Edi Rama's proposal. As he failed in the first meeting, Rama ordered the second meeting, which is held in the Ministry of Environment with 5 deputy ministers now and there he sends Metani, the head of the legal department to the prime minister. He has no reason to go to these meetings. But even in this meeting it failed, because Ylli Manjani and Arben Isaraj refused to sign.

What's happening? After two failures, Edi Rama and Engjëll Agaçi call the deputy ministers one by one and collect the signatures.

It could never have been Zoto and Mertiri who chose Zoto and Mertiri for the three incinerators. The same company was chosen for all three incinerators, in flagrant violation of the law as they had no experience in the field of waste. These were excluded by law from the procedure.

Therefore, we must tell the citizens the truth, that the black leader is Edi Rama, who excluded the open competition in order to win them himself and his shareholders. He ruled out open competition to give the three chilies to his employees.

Again, to follow the law, the procedure. The tenders were won through closed negotiations, without competition. Yes, closed negotiations are prohibited in Albanian legislation. But exactly this procedure was signed not by Zoto and Mërtiri, but by the garbage clan, Rama and Agaçi. This is exactly the procedure he signed because it allowed them not only to get these three tenders together, but also to make a terrible clause in the contract. Article 30 which states that the contract can never be terminated. It is even passed on to their children and grandchildren.

Apart from these, Mërtiri and Zoto had no power to put their hands in the reserve fund of the Council of Ministers. That fund is used only by the Prime Minister, with the signature of the Minister of Finance. Here we are dealing with full legal responsibility of Arben Ahmetaj.

In this affair, the trash clan Rama-Agaçi-Veliaj scored a record that surpasses all human imagination. This record is in the award of 8 points as a bonus for their company, 8 months before it was created for the Tirana hot dog", said Berisha./ CNA
