Exclusive: The mega-scandal in the Ministry of Interior/ Abuses with the 600 million tender of SPAK and BKH

The Ministry of Interior is involved in another scandal, which has to do with the tender for the purchase of furnishings for the National Bureau of Investigation, BKH, and the Special Structure Against Organized Crime and Corruption, known as SPAK.

So, a tender of 614 million Lek from the Ministry of Interior for the Anti-Corruption Structure, which has all the suspicions and actions of a scandal where ?the devil hides in details?.

According to the data provided by CNA.al, through the following photos, the Ministry of Interior, on July 27, 2020, has announced the procedure for the purchase of furniture for the two investigative institutions, set up after the Justice Reform in Albania.

But what actually happened to this tender and procedure?

The announcement seems normal, everything seems just correct. But during the investigation, CNA.al has revealed that senior officials of the Ministry of Interior wanted to put their hands (to predetermine the winner). And it all started, after the announcement of the tender.

The procedure appears to be completely abusive, and appears to be one of the major corruption scandals within the Ministry of Interior. The scandal of buying the minister?s car is nothing before what the officials of the Ministry of Interior have done by announcing a tender and changing the rules when the tender was already open.

According to official data, the tender was published and then without any complaint, without any request, without any argument, new criteria were added.

Some certificates, which raise all suspicions that they are an element that can be met by the company that wanted Interior Ministry officials to win the tender.

So, all doubts are raised that the tender is pre-determined.

A previously unheard-of scandal, where the tender is announced, made publik, and then the officials of the institution, at that time the General Secretary Plarent Ndreca, intervenes with an appendix, changing the rules, by saying that the tender was announced on a certain date, but we are adding these criteria, and we are postponing the tender for a few more days.

CNA.al was able to provide the tender announcement through the Public Procurement Agency. Also, below we are publishing the document of the Ministry of Interior, of the former Secretary General, Plarent Ndreca, for changing the rules.

So a tender that is announced with clear criteria and rules, and after the procedure begins, it is intervened with an appendix.

The appendix, according to the following document, clearly states that ?certificates have been added from products in accordance with European standards, for the office desk, cupboard and office chair, according to the codes defined in this appendix?.

These are additional certificates that have been made to this tender. So they were not revealed at the beginning of it, but along the way. It seems as if he had “forgotten” them, or someone has tried to direct this tender where he wanted, and then in the published document it is said that the deadline for submission of requests is extended from 14.08.2020 to 19.08.2020. So it seemed to be postponed to a deadline 5 days later than the previously announced deadline.

According to official data, published by the Public Procurement Agency (PPA), the documents, according to the submission deadline should have been ready by 14.08.2020. And everything was officially announced in the PPA.

With the intervention and the appendix to the document of the Ministry of Interior, it is clear that not only the deadline, but also three certificates have been added.

In Albania there are many cases when tenders are prepared with criteria that suit the predetermined winner. But, this time the scandal is even deeper, because not only does it have all the doubts in a predetermined winner, but it was done for the purchase of cupboards, tables and chairs, for the offices of SPAK and BKH, two institutions that are alleged to will fight corruption.

This is the moment when, at least the institution that fights corruption in Albania, should start working from the investigation of the way of purchasing the furniture of its offices.

Who is the winner? Why is he changing?

What happened to this race and why were the criteria changed along the way?

Furthermore, CNA.al will make public bring the scandal that has occurred with the Bid Evaluation Commission, the announcement of the winner, its removal, the announcement of another winner, the complaint to the PPA and a procedure that has been going on for several months in the Ministry of Interior and structures that have dealt with this tender.
