At this final stage of the debate on electoral reform, there are three options that can be presented for a vote in parliament.

1- To stay the quotient, as a concept that doesn?t open 100 percent the list, but to lower its threshold. He may be halved, or even lower, but again a candidate will have to exceed a certain number to overturn the list of chairmen. This is, in fact, the worst case scenario.

2- To open the list 100 percent, as requested by all opposition parties, starting from the Democratic Party, to the political forces, which have not yet been created. This is the optimal option, which has within it the full consensus of the entire opposition factor, but is far from the project presented by the government.

3-The opening of the lists of candidates should be complete and real up to 70 percent, while for the rest the parties should have the opportunity to choose. That means, whoever wants, opens his list 100 percent, while someone else can keep it up to 30 percent closed. This is an intermediate variant, but perhaps being such it can also serve as a compromise solution.

I do not see a fourth possibility. So the whole debate should be focused on achieving the best possible option available to us. And here we must keep in mind the interest of Albania, not of one or several parties.
