AFF condemns Ilirija for violence against Skanderbeg

The Disciplinary Commission reveals the decisions regarding the recent events that occurred in Albanian football.

Illyria has been severely punished for the violence against Skanderbeg.

DECISIONS:

1. KF Teuta, for improper behavior of spectators, lighting flares and other pyrotechnic devices causing the temporary interruption of the game, based on article 17/2/c of ??the KDE, is punished with a fine of 100,000 (one hundred thousand) lek.

2. AF Elbasani, for improper behavior of spectators, throwing objects on the playing field, based on article 17/2/b of the KDE, is punished with a fine of 50,000 (fifty thousand) lekë.

3. KF Iliria, for failing to fulfill its obligations and responsibilities, causing the match against KF Skënderbeu not to take place, due to acts of violence against the players of the opposing team, based on articles 6/3/d, 8, 13/2, 16/1, 17/1 and 77 of the KDE, is punished with a fine of 500,000 (five hundred thousand) lek, as well as with the holding of the remaining matches of the 2025–2026 football season on a neutral field, located at least 50 km from the “Redi Maloku” stadium. According to article 76/1/a of the KDE, the fine is applied at a rate of 50%.

In accordance with article 6/3/k of the KDE, the match between KF Iliria and KF Skënderbeu will be replayed at the "Elbasan Arena" stadium on 17.12.2025 at 13.30.

4. KF Iliria player, Adolf Selmani, for attacking players of the opposing team, based on article 14/1/i of the KDE, is sentenced to 4 (four) matches of suspension from activities.

5. KF Iliria player, Brajan Selmani, for attacking players of the opposing team, based on article 14/1/i of the KDE, is sentenced to 4 (four) matches of suspension from activities.

6. KF Iliria player, Bruno Arrabal, for attacking players of the opposing team, based on article 14/1/i of the KDE, is sentenced to 4 (four) matches of suspension from activities.

7. KF Iliria official, Jonels Selmani, for attacking players of the opposing team, based on article 14/1/i of the KDE, is sentenced to 4 (four) matches of suspension from activities.

8. KF Oriku player, Enkelajdo Kamberaj, for violent behavior towards opposing players, based on article 14/1/h of the KDE, is punished with a 3 (three) match suspension from activities.

9. The official of Luzi i Vogël 2008, Albert Lusha, for unsportsmanlike behavior towards the match officials, based on article 14/1/j of the KDE is sentenced to 4 (four) matches of suspension from activity. In accordance with article 6/2/b of the KDE, the official is prohibited from entering the locker rooms and the interior of the stadium, until the end of the sentence.

10. The official of KF Skënderbeu U-19, Edi Cajku, for protesting against the decisions of the match officials, based on article 14/1/c of ??the KDE, is punished with a 2 (two) match suspension from activities.

11. Lojtari i KF Skënderbeu U-19, Charles Oppong, për sulm ndaj lojtarëve të ekipit kundërshtar, në bazë të nenit 14/1/i të KDE, dënohet me 5 (pesë) ndeshje pezullim nga veprimtaritë.

12. KF Shënkolli U-17, për braktisjen e ndeshjes së vlefshme të Kategorisë së Parë U-17, kundër AF Luftëtari U-17, në bazë të nenit 16/1 të KDE, dënohet me gjobë në masën 100.000 (njëqind mijë) lekë dhe humbet ndeshjen në tavolinë me rezultatin 3-0. Sipas nenit 76/1/e të KDE, gjoba të aplikohet në masën 3%.

13. Zyrtari i TR 19 Akademi, Blendi Hushe, për kërcënim të zyrtarëve të ndeshjes si dhe për mosrespektim të vendimit nr. 11, datë 05.11.2025, në bazë të nenit 14/1/k të KDE, dënohet me 10 (dhjetë) ndeshje pezullim nga veprimtaritë

Kohës së re të dënimit i shtohet periudha e pashlyer e dënimit të mëparshëm të vendimit nr. 11, datë 05.11.2025.

14. AP Dinamo B, U-11, për mospërmbushje të detyrimeve dhe përgjegjësive duke shkaktuar braktisjen e ndeshjes së vlefshme të Kategorisë së Dytë Grupi B, zona Rajonale Tiranë, kunder Football Republic B, U-11, në bazë të nenit 16/1 të KDE, dënohet me gjobë në masën 100.000 (njëqind mijë) lekë dhe humbet ndeshjen në tavolinë me rezultatin 3-0. Sipas nenit 76/1/e të KDE, gjoba të aplikohet në masën 3%.

15. Durrah City B, U-11, për braktisjen e ndeshjes së vlefshme të Kategorisë së Dytë, zona Rajonale Tiranë, kundër Astiri U-11, në bazë të nenit 16/1 të KDE, dënohet me gjobë në masën 100.000 (njëqind mijë) lekë dhe humbet ndeshjen në tavolinë me rezultatin 3-0. Sipas nenit 76/1/e të KDE, gjoba të aplikohet në masën 3%.

16. Durrah City C, U-11, për mospërmbushje të detyrimeve dhe përgjegjësive duke shkaktuar braktisjen e ndeshjes së vlefshme të Kategorisë së Dytë Grupi B, zona Rajonale Tiranë, kunder Astiri A, U-11, në bazë të nenit 16/1 të KDE, dënohet me gjobë në masën 100.000 (njëqind mijë) lekë dhe humbet ndeshjen në tavolinë me rezultatin 3-0. Sipas nenit 76/1/e të KDE, gjoba të aplikohet në masën 3%.

17. AF Burreli U-11, për braktisjen e ndeshjes së vlefshme të Kategorisë së Dytë, zona Rajonale Tiranë, kundër Don Bosko B, U-11, në bazë të nenit 16/1 të KDE, dënohet me gjobë në masën 100.000 (njëqind mijë) lekë dhe humbet ndeshjen në tavolinë me rezultatin 3-0. Sipas nenit 76/1/e të KDE, gjoba të aplikohet në masën 3%.

18. Kamza Sport C, U-13, për braktisjen e ndeshjes së vlefshme të Kategorisë së Dytë, zona Rajonale Tiranë, kundër Dinamo BD U-13, në bazë të nenit 16/1 të KDE, dënohet me gjobë në masën 100.000 (njëqind mijë) lekë dhe humbet ndeshjen në tavolinë me rezultatin 3-0. Sipas nenit 76/1/e të KDE, gjoba të aplikohet në masën 3%.

19. Bulqiza U-13, për mospërmbushje të detyrimeve dhe përgjegjësive duke shkaktuar braktisjen e ndeshjes së vlefshme të Kategorisë së Dytë Grupi B, zona Rajonale Tiranë, kunder BS East Park U-13, në bazë të nenit 16/1 të KDE, dënohet me gjobë në masën 100.000 (njëqind mijë) lekë dhe humbet ndeshjen në tavolinë me rezultatin 3-0. Sipas nenit 76/1/e të KDE, gjoba të aplikohet në masën 3%.

20. Acceptance of the request of the official of KF Shkumbini, Florent Hasbajrami, based on Articles 67 and 74 of the KDE, the review of decision No. 12 dated 21.11.2025 of the KDE, for point 7, by imposing a 4 (four) match suspension from activities, based on Article 14/1/b of the KDE. The period of conditional suspension for the remaining part of the sentence, pursuant to Article 34/1 of the KDE, will be 6 (six) months.

21. Acceptance of the request of the KF Teuta Femra player, Isabela Da Paixao De Souza, to suspend the remaining part of the sentence. The period of conditional suspension, pursuant to article 34/1 of the KDE, will be 6 (six) months.

22. Acceptance of the request of the KFF Gramshi player, Kenza Hafsia Allaoui, to suspend the remaining part of the sentence. The period of conditional suspension, pursuant to article 34/1 of the KDE, will be 6 (six) months.

23. Rejection of KF Skënderbeu's request, as unfounded in the Code of Discipline and Ethics.

An appeal against the decision is allowed within 3 (three) days before the Appeals Committee.
