FIFA considers changing World Cup regulations

FIFA is considering a significant change to the penalty shootout procedure for the knockout stages of the World Cup.

Football's top body has begun discussions with IFAB, with the aim of making the system fairer for participating teams. According to a 2023 academic study, the team that takes the first penalty kick has a 22% greater chance of winning the series.

Currently, two coin tosses are held, one to determine the goal and the other to decide which team will shoot first. FIFA believes that this system can create an unnecessary advantage for one team. The new proposal foresees only one coin toss, where the winner will choose either the goal or the order of execution.

The other team will automatically receive the remaining option. The final decision is expected to be made before the start of the knockout phase, which begins after June 28.
