Zhupa proposes legal changes/ "Parliament does not take anything into
The Chairperson of the Education Commission, Ina Zhupa

The Chairperson of the Education Commission, Ina Zhupa, participated in the Civic Panels organized as a project of the British Embassy in Tirana with its local partners.

Zhupa has expressed concern that the Parliament has turned into an institution that does not ask about the interests of citizens.

The deputy has stated that in Albania, laws have been added by order and public consultations have been canceled.

"Until now, everything is formal with public consultation practices, where none of the suggestions are taken into account. Laws are passed as they come from the government, where they are often laws ordered by clients of power. It is enough to bring to attention the law on protected areas, the law on the Butrint concession, the law on gambling, the law on Vlora airport, the Fusha law on the national theater, the law on the Academy of Sciences, etc. Where, despite the public objections of all actors, factors, interest groups and internationals, they still pass easily without taking anything into account", she said.

Zhupa has announced that he will propose legal changes so that the formality of public consultations is waived and Parliament is obliged to listen to citizens.

"It should be introduced as a parliamentary practice to discuss draft laws that affect essential policies with citizen panels. I will support this practice, by proposing changes in the law, where the formality of public consultation is waived and it is mandatory for citizens to have a voice in decision-making", the MP underlined./ CNA
