The Institute of Political Studies, in a recent report, has shed light on several important issues of the electoral system that Albania will implement in the parliamentary elections of May 11, 2025.

According to ISP, this system forces political parties to submit very broad lists of candidates, and according to the report, over 90% of candidates' races have ended before they even started because they do not even have a theoretical chance of being elected.

"On May 11, Albania votes to elect 140 deputies, but de facto each electoral subject will have to run with 186 candidates. This happens because in the elections only the list of candidates for preferential voting is voted on, whose names cannot be on the multi-name list with a fixed order. The preferential voting list will have to have as many candidates as the available mandates plus the number of candidates who are in a fixed order, without the right to include the same individual in both lists. According to the table, 46 candidates will be on the fixed list, 140 on the preferential voting list.

Assuming that there will be 10-15 competing political entities in the elections (the average of recent years), then it will result that in the elections we will have around 1860 to 2790 candidates, a very high competitive figure for a small country like Albania. In the ISP's assessment, the system is penalizing for small and new parties, as they are forced to run throughout the country with a full list of candidates, when the system of returning votes to mandates alone does not calculate national votes, but only those at the district level.

According to experts from the Institute of Political Studies (ISP), an organization that monitors the integrity of elections and political parties, there is a fundamental difference between formal and real candidacy: 1860 or 2790 candidates does not mean that we have functional and qualitative pluralism in the elections. In fact, for over 90% of the candidates, the race has ended before it even started because they do not even have a theoretical chance of being elected. Through the fixed-rank list, about 100-108 deputies are elected in advance and regardless of the vote of the electorate, the remaining available part is a maximum of 40 deputies out of more than 1.8 thousand or 2.7 thousand candidates.
