Journalist Artan Hoxha said today that the way investments and tenders are processed in Albania is close to nepotism.
Invited to "Syri TV", Hoxha said that Albanian mayors use all means to enter as full shareholders together with their closest people.
According to Hoxha, these officials have now become the main competitors of the free economy, businessmen, and historical investors that Albania has had.
"Of course, it's not very easy to do business, but those who are employed in state offices do business.
It is now more than clear that low-level, high-level or even mid-level officials have entered through these schemes, have entered through investments mainly in construction and have developed this construction mainly in coastal areas, but also in the capital area, land territories that are more interested in construction and that the profit is obvious because they enter with a building permit and without making or pouring even a bucket of mortar, you can get somewhere around 500 or 600,000 euros, just to sell the building permit.
They invented the famous 5D and then developed these other tails in sporadic episodes, but which in fact was the same formula both from the state offices and then in the field. What happened? Those who were in the state offices, they obtained the development permits for construction sites. Those who were in the state offices, they obtained the construction permits. And then these, without even having a single possibility, either technical or knowledge of construction, would sell this permit to you. And then you as a builder would develop it. These removed the part of the builder as an applicant and entered the urban planning offices where they themselves worked as applicants.
Those who had the seal, the signature in the offices, they themselves applied and received these permits and then sold these permits to businessmen who had experience and had the aggregates and technology to build buildings or even public infrastructure such as roads.
Now they have managed to get this part that they used to take themselves and sell somewhere around 50% or 60%, recently they have managed to build the logistics infrastructure themselves and then enter the 100% profit share. Which means, they sign themselves, they do the paperwork themselves...
They themselves stamp, they themselves approve, they themselves build and in the end they themselves sell. And this has happened with 5D, it has happened with ordinary directors, as you mentioned. It has also begun to be applied to the mayors of smaller cities, who have opened companies...
They have opened a waste cleaning company. In the past, these municipal tenders were taken by private companies and they made a proportional division with the mayors, while now the mayors themselves have become 100% shareholders with their nephews, sons-in-law, nieces, and sisters, managing to take even these few tenders that are for cleaning the cities. Not only are they taking it out of the game, but these have already become the main competitors of the free economy, they have become the main competitors of the businessmen and historical investors that Albania has had", Hoxha said. /CNA
