Integration expert, Ilda Zhulali, considered today the situation related to the leadership of the Tirana Municipality as dramatic.

Invited to an interview on 'Syri TV', Zhulali accused that lawlessness prevails in the capital's municipality.

According to Zhulal, everything that is happening with the latest developments regarding the leadership of Tirana is a show made by Prime Minister Edi Rama.

"The situation is dramatic. To think that the capital of Albania, Tirana, is a municipality that administers 500 million euros. This is a large budget that should go to meet the needs and services of the city. We are in a chaotic situation in this municipality, where lawlessness reigns. With these moves that Rama has made for several months, we have a clear violation of the Constitution, the law on local government and the European Charter of Local Autonomy.

The government is now, more and more every day, appearing as a captured state, where it is not only above every institution, but also easily replaces them. This is an unacceptable situation and at the same time creates uncertainty for every citizen and business in Tirana. It is a disaster, and I would like to see more reaction from people, but it seems that this uncertainty has made them more afraid and they feel that they could be the next target and victim of the madness of the day.

In the Tirana Municipal Council, we have raised several issues, and one of them is the familiarization with the document appointing Anuela Ristani as the acting mayor of the Municipality of Tirana. We have two documents that have replaced each other. First, Veliaj signed a document delegating powers to Ms. Ristani, and then, through the media, we became familiar with another document where this power was transferred to Sara Goxhaj. However, we have not seen any document where these powers were transferred to Ms. Ristani. When we requested these documents, we were only given the first document, which means that the document appointing Sara Goxhaj was simply torn up. This is the level of illegality in the Municipality of Tirana, and if there were serious justice bodies, they would have gone to the Municipality of Tirana months ago to receive these documents and to understand who is running the municipality and who is administering the 500 million euro budget.

Now we have reached Rama's next "show", where he has allowed Ristan to remain in office, because Veliaj refuses to keep her in office, and she is the only one who has a letter signed by Veliaj as the mayor in command, even though this letter is illegal, because there is another letter that refutes it. Apparently, Veliaj refuses to command anyone other than Mrs. Goxhaj, and thus Ristan will remain as a facade, while Rama will make decisions to appoint the deputy mayors, the directors of the municipality and the entire administration", - said Zhulali. /CNA
