The co-chair of the LZHK, Ekrem Spahiu, shared today his and the party's position regarding the situation in the country following the results of the May 11 parliamentary elections.
Through a press statement, it is emphasized that Prime Minister Rama's electoral campaign was a complete fraud.
According to the LZHK, this is the reason it annuls the results of the May 11 elections.
Spahiu and the LZHK propose the creation of a technical government as the only solution to end the situation.

"The Movement for National Development" expresses its position that the Chairman of the Socialist Party Edi Rama, at the same time the Prime Minister of Albania, after receiving 83 mandates from the May 11, 2025 elections, we emphasize, from the elections and not from the elections, has become very aggressive towards institutions and citizens, imposing himself fearfully. With omnipotent power, now with his orders he does not ask for violations of the constitution and laws of the country, nor of international conventions and charters.
He has completely ignored public declarations, appeals, or promises.
During the electoral campaign for the fourth term, Prime Minister Rama declared; that the central and local state administration is the best in history, which has been a model in the service of citizens; that the State Police is professional and strictly implements the laws; that the National Agency for National Education, Cadastre, Agencies and Inspectorates were dedicated to implementing the law and in full service to citizens.
For us as the LZHK and the opposition as a whole, this behavior of Rama towards Albanians is not surprising, but those who voted for him on May 11th, after the elections are seeing that he has completely alienated himself. By his order, he demanded the resignation of all deputy mayors and directors of municipalities, accusing them collectively of abusing their duties and the law, and he has dictated administrative restructurings to the mayors.
The "Movement for National Development" expresses its position that the Government cannot run municipalities, because this is a violation of the principles of the separation of powers in a democratic state. Appointments and dismissals in the local administration are the competence of the mayor and not of the central government.
These actions constitute a direct violation of local autonomy, guaranteed by the Constitution of Albania, the European Charter of Local Self-Government and the Law "On Local Self-Government".
Although they are members of his own party, the "Movement for National Development" calls on Prime Minister Rama to immediately stop political interference in the country's municipalities. Meanwhile, the LZHK calls for the engagement of the entire opposition, independent institutions and international partners to protect the integrity and democratic functioning of local government in Albania.
The "Movement for National Development" expresses its concern about the legal content and the ways in which the action of demolishing unauthorized constructions and freeing up public spaces and facilities is being carried out. A few days before the May 11 elections, Prime Minister Rama himself went to Theth and in a meeting with the residents told them: "Enjoy your properties and investments, because you have inherited them from generation to generation". Not to mention criminal, it is at least hypocritical to tell them to build and enjoy them and then, in the middle of the season, choose Theth to completely destroy about 100 buildings, which had been built with much effort and sacrifice.
The National Development Movement condemns this climate of state terror against the residents of Theth and demands compensation for all damaged buildings. A few days ago, dismissals and new appointments were made in local directorates and state police stations. This summer explosion also includes the Government's decision on the new inspection law, which will reorganize the National Food Authority and 13 agencies and inspectorates in the country.
"Movement for National Development" expresses its position that Prime Minister Rama's electoral campaign was a complete fraud, one more reason to nullify the results of the May 11 elections. We draw attention to the fact that the elections were contested by the entire opposition factor and do not recognize them, while OSCE/ODIHR observers have expressed major problems with the elections in their preliminary report.
The "Movement for National Development" reaffirms its position that the only solution to overcome this difficult situation is the creation of a transitional government with a limited mandate to achieve:
- Constitutional amendments
- Review of territorial reform
- Electoral reform
