Proposal of the DP group/ Deputies to declare whether they have used "SKY

The Parliamentary Group of the Democratic Party has proposed a change in the Assembly's Rules of Procedure, requiring each deputy to self-declare whether he has used the "SKY ECC and ENCROCHAT" application.

The legal initiative of the opposition comes after the investigations carried out by the Special Prosecutor's Office against Corruption and Organized Crime, in cooperation with European law enforcement agencies, showed that the Albanian language is the second most used language in the encrypted applications SKY ECC and ENCROCHAT, with about 16 thousand Albanian users.

Investigations have revealed that users of these applications were not only members of criminal groups, but also senior Albanian officials, including officials of the Police, justice bodies, local and central government.

"Investigations have revealed the communications of a member of the Socialist Party with groups and exponents of organized crime. From the data obtained from these communications, it has emerged that exponents of organized crime have intervened in the leadership structures of the Socialist Party to determine the position of this deputy in the list of candidates of the Socialist Party and to secure votes in the municipalities of Durrës and Shijak, with purpose of his election. The MP, for his part, provided secret data and interfered with the justice bodies with the aim of favoring and preventing exponents of organized crime," the accompanying report states.

In the proposal bearing the signature of Gazment Bardhi, it is argued that apart from this already proven case, serious doubts have been raised from various media sources that there are also communications of other deputies with exponents of organized crime, for the performance of illegal activities.

"These doubts raise questions about the integrity, ethics and credibility not only of the deputies, but also of the institution of the Parliament of Albania itself, whose basic function is to ensure the dignified representation of citizens and a law-making process guided by the public interest. The existence of communications in encrypted applications, which are universally known to be used by criminal groups, in order to carry out illegal activities, seriously damages the reputation and credibility of the deputies and the Assembly of Albania", it is underlined in the report.

In the proposal, the Parliamentary Group of the Democratic Party also provides the model of the self-declaration form that MPs must fill out, while emphasizing that any refusal or false information constitutes a criminal offense under Article 190 of the Criminal Code./ CNA
