The State Election Commissioner, Ilirjan Celibashi, held an open meeting today, where journalists were also present. In his speech, Celibashi answered several questions of interest on the eve of the elections. Celibashi focused on the process of distributing ballots to the diaspora.

Celibashi stated that he is closely following the process and fulfillment of the tasks of DHL, contracted to distribute ballots in every country in the world where there are Albanians registered to vote.

"It remains up to the voters to return their ballots or not. But as long as they are registered, it means they will return them. The number is about 17 thousand out of about 215 thousand voters who have returned their ballots."

We are following up on DHL's fulfillment of tasks to distribute all documentation.

"There are about 30 thousand voters who have not received their ballots. With the time available, it is the right time to distribute the ballots. Fulfillment of DHL's contracted obligations will be completed after this process," Celibashi said.

When asked if DHL received money in advance for this service, Celibashi said that this has no relevance in the process, although he said that payment is usually made after the service has been completed.

"I cannot comment on it now. This has no significance for this process. Payment is made after the service is completed. None of the suppliers have received any payment. We will see how they have performed the service and we will pay based on the work for the process," said Celibashi.

Celibashi said that according to him, the process is going relatively well.

"My personal judgment is that this process is going relatively well. There are no major problems. There is no system that fails, but that works. What I said is true.

"We are addressing all the issues and are engaged with all the stakeholders in this process. The system is functioning. The concerns do not at all call into question the integrity of the process," Celibashi said. /CNA
