The Democratic Party has denounced this Thursday the concession of the "check up", the basic medical control that is offered free of charge.

It is the deputy Albana Vokshi who denounced this concession, which was won by Vilma Nushi's company.

Vokshi said that the "check up" has caused stress to citizens, doctors and nurses. She claims that the basic medical check-up is not free, but costs many times more.

According to her, the hidden costs of the "check up" contract in 10 years are calculated at around 50 million euros.

The MP requests that SPAK investigate the concession of "check ups".

The Democratic Party has denounced from the beginning the basic health control concession, check up, as one of the most corrupt, the most failed. Check up is an indicator of the model that Edi Rama has set up in the Government. The first concession in health, which paved the way for 3 others that destroyed every pillar of health. The check up was prepared, drawn up, tendered, not having in mind the public interest, but only the private interest, that is Vilma Nushi.

Legal violations are numerous

2. In the tender:

The Ministry of Health, Ilir Beqja, announced the winner:

– the bidder with the highest price (the Marketing& Distribution + Trimed consortium) (about 20% higher) (which has led to financial damage for the budget of millions of EURO)

• no work experience in population health control;

• M&D is in a conflict of interest as it is oriented towards the advertising and sale of alcoholic beverages and tobacco that harm human health;

• The laboratory license was issued by KKL for Marketing& Distribution M&D just two days before the closing of the APP application period.

• The technical specifications for the Information System are called "mandatory determination" of Ilir Beqe's company INTECH+.

Abuses in the implementation of the check up contract

Vilma Nushi was paid about 60 million Euros for a service that has not yet been proven to have been performed, on the contrary, it has added stress to the citizens due to the poor quality of the analyses, it has increased the expenses of the families who did not believe them. check up and repeat the analyzes in private; has added stress to the doctors and families who are forced to work for Vilma and with a target set by the Minister, has taken out pregnant men and women with prostate.

Edi Rama's girlfriend has been paid millions of Euros every year for incomplete services, for hundreds of thousands of check-up analyzes that were never completed.

Since the first year, 2015, Rama paid Vilma for about 151,413 thousand check up analyzes that were never performed. 1.7 billion ALL gross profits in just 9 months.

8.5 million Euro damage, money that went into the pockets of Vilma Nushi as transit for the sponsorship of Edi Rama's chair.

Even the period of COVID, when Albanians were fighting the virus, abandoned by the Government, was exploited for profits. Not only was the check up not used to help the population, so that every citizen could perform tests for COVID for free, but RAMA - Nushi used it to provide funds for incomplete tests.

Although the cases diagnosed with COVID-19 were increasing, in September 2020, the Ministry of Health decided to reactivate the check-up concession. Although the service was offered for a few days, it highlighted, according to the HLSH, the problem of payment for incomplete services to the concessionaire company. Referring to the audit of KLSH, a total of 2127 cases in the amount of 3.9 million ALL are identified from these payments, which were paid for incomplete service.

KLSH has documented the fact of the great damage brought to the budget by the payments of unfinished services, and has recommended to the Government the review of the contract so that it is paid only for the variables...

Of course this fell on deaf ears. The government refused to review the contract. On the contrary, it put the entire state on its feet to serve the concessionaire

There are many violations:

- According to the requirements of the tender for check-up, the persons who will undergo the check-up must be notified by mail and phone by the concessionaire. While currently, this entire process is carried out by health personnel, abusing the fund set for notification, which is part of the check-up cost for each person.

To the total cost of the check-up is added the hidden cost of the work performed by health personnel, doctors and nurses. The hidden cost is as follows:

1. The number of raised points is 378

3. Number of doctors: 1560

4. The total is: 5 million Euro per year

5. 50 million Euros for 10 years

This was not enough, but in 2018, the family doctor was given a special point in the contract in their evaluation, the achievement of the target for the number of check-up analyses. A flagrant violation that puts health at the disposal of dangerous interests belonging to the clans close to the prime minister.

Today, everything is carried out by the staff of the Health Centers who work for days and weeks only for check ups, not engaging in other functions of the Health Centers - without additional payment. Even the annual bonus has been removed.

In order to increase participation: Health centers have been instructed that no one is treated without a check-up first. In many regions, the staff is distributed in the field, in every house to invite the citizens to do a check up, which contradicts the contract that the concessionaire has with the Fund, since it is the concessionaire who must notify the citizens.

Answers to many wrong analyzes that have caused psychological stress, financial costs (other analyzes in private).

The entire state administration must do a check up every year. All teachers do not start the school year without first checking up. Persons on economic assistance, abused women, chronically ill persons, must first check up. In order to get a driver's license, you were not tested for vision etc. if you do not check up first....

VIOLATIONS OF CONCESSION REQUESTS

Ilir Beqja initially said that the laboratories will be handed over to the public after 10 years. But this was only a trick. Not a word about this in the contract, which is kept secret and not published.

The concession should build 20 laboratories itself and not subcontract, while most are subcontracted. Laboratories should be built near health centers and then transferred to the state. Even those 3 laboratories built are privately owned.

There are also violations in the way of control of analyzes (there is no quality control), transport (not in the right conditions), notification of citizens, etc.

The Check Up concession has failed, even though Edi Rama ordered that no economic aid or disability payment be given without performing a check up, no victim of domestic violence should receive the help he/she is entitled to without performing a check up. No one can work in administration, education and health without a check up.

The Democratic Party has requested the cancellation of the check up concession and the 7 million euros that are given every year to Edi Rama's client to be programmed for increasing the service in hospitals.

7 million Euros of the failed check-up concession would be enough to provide the missing cures and treatments to cancer patients, who are often left at the mercy of fate without any hope and are forced to pay all their savings or take loans to secure them in private hospitals.

7 million Euros of the failed check up concession would be enough to increase salaries and provide bonuses for all doctors and nurses who work in scandalous conditions and who often face the righteous anger of patients or their relatives that they cannot provide them with the proper treatment.

As long as Edi Rama is in power, citizens will continue to pay dearly for corruption

As long as Edi Rama is in charge of the government, healthcare will only be for a few people who can afford to pay.

As long as Edi Rama is at the head of the government, with your taxes you will continue to pay dearly for the corruption and clientelism of this government caught in dirty personal interests.

As long as this man is prime minister, they won't even let you complain, because he buys the power!
