DP denounces: In ARRSH, public works tenders are not subject to competition

The spokeswoman for Anti-Corruption in the Democratic Party, Genta Vangjeli, denounced today from the blue headquarters that public works tenders are not subject to competition, but political favors are used. 

According to Genta Vangjeli, such corrupt schemes occur in ARRSH. 

Full statement: 

A few days ago, the Democratic Party denounced the Albanian Road Authority regarding the announcement of winners for some procurement procedures for civil works, for which members of the Bid Evaluation Commission are being blackmailed by their superiors to announce these operators as winners.

Specifically for the procedures whose bids were opened on May 8, 2024, with the object:

Construction of the Berat-Ballaban road, the subject that was expected to be declared the winner, and as we were warned by us, was the company with the initials "C' shpk.

On June 5, ARRSH announced this winner against the value of 19.7 million euros.

According to Open Data, the procedure has been evaluated with a red flag, which means disqualification of all operators except the winner.

The extension of the Ksamil road, the subject that was expected to be declared the winner, as we were warned, was the company with the initials "A. C" Ltd

On June 4, ARRSH announced the winner against the value of 14.2 million euros the operator warned by DP.

According to Open Data, all participating operators except the winner were disqualified for this procedure.

Procedure with object: Elbasan - Qafë Thane road expansion, Phase V, the entity that was expected to be declared the winner, as warned by PD, was the initial company G..C.... Ltd.

On June 3, ARRSH announced this winner against the value of 24 million euros or 99% of the limit value.

Of course, for this procedure as well, all participating operators were disqualified except for the winner.

As we pointed out in our previous statement, public works are not subject to competition, which allows competition and professional scrutiny to dominate, but political favors are used.

To avoid any risk during the competition, the heads of ARRSH decide the winner in advance./ CNA
